VAV wishes to increase the security level of the infrastructure in such a way that it stand out as a resilient and secure network. The securing of the process networks is particularly important. The networks shall endure penetration tests and municipal audits without any substantial objections.
VAV requires a senior network consultant with regular attendance at the ICT section located in Herslebs gate 5, Oslo. The work is expected to take place continuously over a two year period, with approx. 40-50 % employment fraction, divided in 2-3 fixed week days, or attendance every second week. VAV is free to adapt the week — weekly hours or terminate the contract if the works are no longer required. Some of the works must be expected to be carried out at external stations, and the consultant must therefore have his own car at disposal.
In addition to a main senior network consultant, the tenderer shall also offer 2 senior substitute consultants. All of the proposed network consultants must be able to obtain security clearance in Norway.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
HSE self-declaration filled in and signed.
The tenderer must be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last annual financial statement including notes, the board's annual reports and audit reports, including new information of relevance to the company's accounting figures, and
Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures.
Teknisk og faglig kapasitet:
Requirement:
Tenderers shall have good experience from equivalent assignments.
Documentation requirement:
An overview of equivalent assignments carried out during the last 3 years, together with testimonials of satisfactory execution of the 3 most comparable assignments. The testimonials should state the value, time frame and place the work was performed and indicate whether the works were professionally and properly completed. The tenderer shall also state the names of contacts at the actual contracting authorities, and VAV shall be given authorisation to address these contacts.

Documentation verifying that the tenderer has at least 3 minimum consultants who can implement the assignment in accordance with contractual obligations.
