Romerike Avfallsforedling IKS (ROAF)

ROAF, hereafter called the contracting authority shall establish a contract for security and warnings.
The contracting authority would primarily like to enter into a contract with a single total service provider, but reserves the right to assume in whole or in part, any of the incoming tenders. The personnel and cash til inspections will be announced as a sub contract.
The service provider shall see to the security and warnings at all the contracting authority's sites. The sites are localised in different places in the owner municipalities.
The aim of the competition is to allow the contracting authority to have an effective and uniform security and warning system with 1 response centre adapted to the needs that the contracting authority has at any 1 time. The system shall secure defined objects and properties from break-ins, theft, fire, vandalism etc. at the earliest possible time.
The main challenge that the system shall contribute to solving is to keep unwanted persons out of the contracting authority's sites outside the opening hours, as well as to discover potential fires. The contracting authority expects service providers to offer a system based on what is ‘good enough’ — in particular advanced technology included in the tender.
The contracting authority shall procure a future orientated system for security and warning, which shall have preventive and scaring effects for break-ins and vandalism, discover early signs of fire, and ensure quick detection and action.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company and they must have the necessary licence.
Norwegian companies: An updated Company Registration Certificate.
Foreign companies: Certificates verifying that the company is registered in a trade or business register as required by the law of the country where the service provider is established.
Økonomisk og finansiell stilling:
The tenderer must have the economic capacity to carry out the assignment/contract. The tenderer is required to be credit worthy and have satisfactory liquidity, profitability and financial solidity.
Credit rating, not older than 6 months. The credit rating shall be based on the most recent accounting figures, and shall be enclosed the tender. The rating must be carried out by a publicly approved credit rating institution.
Tenderers shall have good credit worthiness (Minimum rating = Good).
Teknisk og faglig kapasitet:
Tenderers (the company as such) shall have good enough professional qualifications to carry out the assignment in accordance with the contracting authority's needs.
The tenderer shall have a well functioning quality assurance system.

Companies that shall provide such services must have a licence in accordance with the Security Guard Act § 3, jf § 2. A licence to carry out security guard services is to be enclosed.
