Road marking on municipal roads in Oslo for the period 2016-2019

Road marking is an important part of the road system. The intention is to inform, advise, manage and control the road users of the road and traffic system. Good and correctly executed marking is a prerequisite for safe and efficient restriction of the road traffic.
This procurement comprises maintenance of marking and new marking of the municipal roads that the Agency for Urban Environment is responsible for in Oslo. The procurement also includes marking of parking spaces on roads and in car parks. The service provider shall, as long as it is practical, ensure that all of the marking works on roads/streets are carried out without unnecessary delay.
The work consists primarily of maintenance of existing markings on municipal roads, streets and parking spaces in Oslo. It will also include a number of new markings, i.e. in connection with asphalt works, new regulations and new parking spaces. More detailed scope of work is set out in the attached cost basis and requirement specification. Please note that the specified quantities are estimated for 1 year, but the quantity of orders that arise will depend on demand and allocated funds.
The Agency for Urban Environment's Project ‘Residential Parking’ may be introduced during the contract period. To date it is not clear if parking spaces included in that project shall be marked. Therefore, marking of Residential Parking is an option in this contract.
The area map for Residential Parking is attached. The area may be changed. It is indicated that possible marking shall be undertaken in 2016 and 2017. The indicated number of parking spaces is 20 000. It must be assumed that large contiguous areas can be marked at the same time.

General: The Contracting Authority sets requirements for the tenderers. There are requirements regarding the tenderer's technical qualifications and financial and economic position. The tenderer's qualifications will be assessed on the received documentation. Only tenderers who are qualified will have their tenders evaluated.

Obligatory and mandatory requirements:
Requirement: The tenderer shall have the tax and VAT payments in order.
Documentation Requirement: Tax Certificate for tax and VAT respectively, not more than 6 months old.
Tax certificates are defined as:
For Norwegian tenderers:
— Form from the Tax Directorate (RF-1244) for
VAT issued by the tax office.
tax and payroll taxes issued by the Tax Collection Office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order.
— If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration, which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's financial director/person responsible for finance.

Requirement: Good implementation ability is required.
Documentation Requirement:
— A description of the tenderer's technical personnel or technical units the tenderer has at their disposal for fulfilment of the contract, regardless of whether they belong to the company or not including description of personnel that are responsible for the quality control.

Documentation Requirement: Description of the tenderer's quality and environmental management system with indication of when this was last updated. Emphasis will particularly be placed on specified procedures for execution and control of the works out in the field including the procedures for self inspection and approval of executed works.
