Reconstruction and renovation of Langgata 74 to a nursery school

Sandnes kommune (Sandnes municipality)

The Town Council has in the financial plan for 2015-2018 decided that a nursery school in the centre of Sandnes shall be constructed. The nursery school shall be constructed in the old culture school and shall contain a minimum indoor play area of 462 m2. The indoor play area shall be divided in six groups and shall be facilitated in a flexible manner for small and older children.
In connection with this, the contracting authority intends to enter into a contract for complete reconstruction and renovation works at Langgata 74 to a six department nursery school, in accordance with the tender documents and annexes. The assignment includes:
— Demolition
— Reconstruction and renovation
— Delivery and installation of fixtures and equipment
— Complete development of an outdoor area
— Replacement of the outdoor HVAC system
The project shall be carried out as a general contract based on NS 8405:2008. The demolition and construction works at Langgata 74 is ready for start-up in October 2015, at the latest. The general contractor shall have capacity to complete the total reconstruction and renovation of Langgata 74, with accompanying outdoor areas, and in accordance with contractual obligations, in such a way that the take-over proceeding can take place within 1.7.2016 (completion deadline), at the latest. The nursery school shall be in use by the middle of August 2016. Langgata 74 has been subject to detailed engineering design in accordance with NS 3420:2013/14 and shall be constructed in accordance with the requirements given in TEK 10, unless other distinct guidelines are given

Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

VAT certificate
The tenderer must not have significant VAT arrears, unless an approved instalment schedule is presented. Documentation: Norwegian tenderers shall enclose a VAT certificate from the tax office (Form RF-1244) where the tenderer has his main office. Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled the obligations regarding duties in accordance with the laws of the country where the tenderer is established.

Tax and social security contribution certificates
The tenderer cannot have considerable arrears in relation to payment of VAT, unless an approved instalment schedule is presented. Documentation: Norwegian tenderers shall enclose a tax certificate from the chief municipal treasurer in the municipality where the tenderers have their main offices. Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding fees in accordance with the laws of the country where the tenderer is established.

HSE self-declaration
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Documentation: Completed and signed HSE declaration in accordance with Appendix 2 of the Regulation on public procurement.
Økonomisk og finansiell stilling:
As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with the registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Alternatively, the tenderer can enclose a credit rating with the tender from a certified credit rating company that shows that the tenderer has good credit worthiness and also shows the turnover figures. The credit rating shall not be older than six months from the deadline for receipt of tenders.

Competence
Information on education and professional qualifications for those persons who will be responsible for the fulfilment of the contract, i.e. project manager and construction manager (CVs showing the offered personnel's education and work experience and an overview of previous assignments with a statement of the contracting authority, size in m2, value and type/nature, and the employee's role in the project).

Experience
As documentation, the tenderer shall enclose a list of the most important relevant assignments in the last five years, including information on the role of general or turnkey contractor, the assignment (short description), contract value excluding VAT, number of m2, date and the name of the customer. Based on the list, the tenderer shall state names and e-mail addresses of contact persons for the three most relevant assignments. The references will only be contacted if necessary.

Quality assurance system
As documentation, the tenderer shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets recognised quality assurance standards such as ISO 9001:2008 or equivalent. The contracting authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Tenderers shall have experience as general or turnkey contractors from at least two relevant assignments for buildings of comparable sizes (m2) and complexity.

The contracting authority requires tenderers to have a well-functioning system for ensuring quality customised to the assignment's nature and extent.
