Reception of clean and polluted excavated soil

The department needs to be able to quickly dispose of excavated soil, with varying degrees of pollution, at a certified landfill site for repairing water and sewage leaks and for the department's maintenance and investment assignments (renovation/alterations/new laying of water and sewage pipelines). VAV would like to be able to deliver 24 hours a day, including Sundays and public holidays.
VAV would like to enter into parallel framework agreements with at least three service providers, provided that there are a sufficient number of suitable service providers and tenders. Tenders can be submitted for one or several parts of the procurement.
The procurement has an expected value of approx. NOK 40 000 000 excluding VAT for the entire contract period (2 years + 1 year + 1 year). The procurement is for the reception and treatment of approx. 5 000 tons clean soil (class 1) and 25 000 tons lightly polluted soil (classes 2-3) per annum. It is difficult to estimate the amounts for the other classes. Historically we have delivered most in classes 2-3, a little less in class 1, a small amount in classes 4-5 and almost nothing in class > 5. The amounts are only meant as information for tenderers and they are not binding for the contract authority. The contracting authority reserves the right to adjust the volume if the need changes.

O An overview of the most important performed services in the last 3 years, including information on the contracting authority, the works' nature/content and extent.
— Service providers shall give a description of quality assurance methods.
If the service provider's quality assurance system is certified in accordance with ISO 9001 or another standard, it is sufficient to enclose a certificate.
— A statement of relevant environmental management measures that the service provider can use for the execution of the contract. If the service provider can document compliance with specific environmental management standards (EMAS or environmental management standards based on relevant European or international standards, which are certified by organs that comply with the community's rules or relevant European or international standards for certification), it is sufficient to enclose a certificate.

The award of contract for the main competition was assessed on the lowest unit price per ton, whilst the award of of each individual call-off will be assessed on the lowest total price. Therefore the ranking the main competition can deviate from the award of individual call-offs, cf. the tender documentation point 3.3. Regarding part V) award of contract, point V.4) — Contract Value: The value of each contract is put at 1 NOK. The reason for this is that the form for announcing the result of the competition in Doffin is not suitable for these forms of parallel framework agreements, where the ranking in the main competition can be deviated from for the award of each call-off.
