The applicant shall be a legally established company. For Norwegian companies the Certificate of registration is required. For foreign companies, proof of registration in trade register or registration in a register of business enterprises as described in the business legislation of the country where the company is established. For companies of all nationalities, certificates of registration shall not be older than 6 months calculated from the date set as deadline for delivery of request for participation.

If a Norwegian company, the applicant shall be in compliance with Norwegian rules and regulations regarding tax payments and VAT payments. A tax and VAT certificate is required. The certificates can be obtained through Altinn.

For foreign companies, the applicant shall be in compliance with rules and regulations regarding tax payments and VAT payments in accordance with the legal provisions of the country in which he is established.

Any outstanding tax payments shall be duly explained.

NBIM requires that all tenderers produce a statement that the tenderer fulfils, or at the time of the contract award, will fulfil, legal requirements in Norway within health, safety and security (HSE). A signed HSE statement is required. Please note that this is a compulsory requirement for both Norwegian and foreign applicants.

Økonomisk og finansiell stilling:

The applicant shall have an economic and financial standing required to fulfil the contract. The applicant's last 3 years' financial statements, or extracts from this (at a minimum income statements and balance sheets) is required. An auditor's certificate for each year shall also be enclosed. Attachment merely of consolidated accounts or parent companies' accounts will not be accepted.

Teknisk og faglig kapasitet:

Substantial and proven experience from corresponding assignments with similar customers is required. The applicant shall provide a list of at least 3 examples of previous supply of a real estate investment accounting system and associated implementation services provided in the past 3 years (public and/or private). Evidence of services provided shall be given:

— where the recipient was a contracting public authority, in the form of certificates issued or countersigned by the competent authority; or

— where the recipient was a private purchaser, by the purchaser‘s certification or, failing this, simply by a declaration by the applicant.

The applicant shall provide its reference cases with a description of the project, including time of delivery, the applicant's role, total contract value (and for the applicant's part of the delivery), name of customer and other relevant information suitable to determine the applicant's experience from similar operations.

A proven ability to perform the obligations of the contract is required The applicant shall provide a statement of:

— the average annual manpower of the applicant and the number of managerial staff for the last 3 years;

— the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract; and

— an indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator‘s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work.

The applicant shall have a well-functioning quality assurance system. The applicant shall describe the quality assurance systems used by the applicant in general for its business activities. Describe how this is implemented and provide documentation to prove that the quality assurance system is actually applied.
