Helse Vest RHF (Health Region West)

The contracting authority would like to enter into a framework agreement for consumables for radiological procedures.
The products are divided into the following main areas, with sub areas
— Products for vascular intervention
o Inserting and closing
o Catheters
o Conductors
o Balloons
o Stents
o Embolisation equipment
— Products for neuro intervention – Bergen and Stavanger
— Products for procedures within thorax/gastro/urology/drainage
Tenders can be submitted for one or several sub tenders.
The products are divided into 64 sub tenders.
A framework agreement will be signed with at least three tenderesr provided that there are a sufficient number of suitable tenderers and tenders for each sub delivery.
The maximum number of suppliers is six per sub delivery, cf. part II point 1.4)
The maximum number of tenderers in total for all the sub deliveries is estimated to be 16-18.
The estimated total value of the call-offs during the entire framework agreement applies for all the sub deliveries together.

Recently signed national contracts for equivalent products for invasive cardiologoy come outside the volume within the above mentioned areas.

If a tenderer offers the same product in this competition that the tenderer has in the national contract within invasive cardiology, a separate IBX product catalogue for products offered in this competition that will be used for radiology must be presented for any implementation of a contract.

The reason for this is that Helse Vest's ordering systems do not allow product catalogues where two articles have the same product code (duplicate). This is also wanted so as to faciliate simple ordering for the departments and to separate the volume of procurements within cardiology and radiology.

Qualification requirement:

Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations.

Documentation requirement:

Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.

The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.

The certificates shall not show significant arrears. The certificate should not be older than six months calculated from the tender submission deadline.

It is a requirement that the tenderer is a legally established company.

The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Qualification requirements:

Tenderers shall have the financial solidity to fulfil the assignment/contract.

Documentation requirement:

Credit evaluation/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating institution.

We retain the right to collect a credit rating on our own initiative from a reputable rating company.

Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Registre Centre will not always be able to document that the requirement is met. In such circumstances, they will be able to compensate with a satisfactory guarantee from a bank and/or guarantee from a parent company with a satisfactory credit rating which provides an equivalent security for the implementation ability. These alternative documents must be included with the tender.

Minste nivå(er) av standarder:

The rating must be at least B or better, measured against the AAA Soliditet's scale - or equivalent score from another reputable rating company.

Qualification requirement:

The tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations.

Documentation requirement:

List of the most important and most relevant contracts in the last three eyars, including, amongst other things, information on the value, date and recipient. Any experience that the Contracting Authority has of the tenderer will be weighted the same as external documented references.
