Purchase of consultancy services for planning and engineering design services

Statens vegvesen Region sør (The Norwegian Public Roads Administration Region South)

The Contracting Authority will enter into framework agreement with several Tenderers for the delivery of planning and engineering design services to small and medium sized assignments in the South Region.
The aim of the framework agreement is to assist the Contracting Authority professionally and with processes connected to assignments if the Contracting Authority does not have the capacity to carry out the work. The Contracting Authority shall at short notice be able to order services with conditions in accordance to this contest.
Demand will primarily be in connection with work in:
— reports in connection with the road network,
— Pilot studies/feasibility studies,
— municipal sector plans,
— impact assessments,
— zoning plans,
— construction plans,
— preparation of tender documentation for contracts,
— quality assurance of developed plans,
— hiring of professional resources for the Contracting Authority's disposal.
The framework agreement comprises 14 major subjects that the Tenderer must deliver competence in, these are further described in chapter D of the tender documentation.

Beskrivelse av opsjoner:
The Contracting Authority has the option to extend the Framework agreement for a further 2 years, 1 year at a time. The maximum length of the agreement is 4 years, latest possible expiration is 31.1.2020.

Egnethet til å utøve yrkesvirksomheten:
The company's tax affairs shall be in order in relation to payment of tax and charges. Tenderers shall submit a certificate for tax and VAT.
— The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Tenderers shall enclose a completed and signed HSE self-declaration.
— The tenderer shall have the legal foundation necessary to fulfil the contract obligations. The tenderer must be registered in a company register as prescribed in the country where the tenderer is established. Documented by Company Registration Certificate.

Økonomisk og finansiell stilling:
The tenderer shall have the requisite economic foundation to fulfil the contract obligations. The company's Annual Financial Statements for the last two years, with auditor's declaration (signed), must be attached.
Teknisk og faglig kapasitet:
— The tenderer shall have the requisite professional foundation to fulfil its contract obligations. References for relevant assignments should be provided. The size of the assignments and relevance should demonstrate that the Tenderer has sufficient professional basis.

— Tenderer shall be in possession of a quality assurance system in order to meet the obligations of the contract. These shall ensure good quality of the delivered assignment. Tenderer shall document their quality assurance system. If the tenderer is certified (e.g. ISO certification), the approval/certificate should be attached. If the tenderer is not certified, a brief description should be given of the tenderer's system for quality assurance, max. 1 to 2 pages in addition to any table of contents.
