Purchase of action analysis for long term development of the ferry market

Statens vegvesen (The Norwegian Public Roads Administration)

The Contracting Authority wants tender offers on the delivery of action analysis for long term development of the ferry market. The analysis shall be as broad as possible, with both conditions at the Contracting Authority, the tender market, procurement procedures and agreement conditions between the parties.
The purpose of the procurement is to review measure for the best possible manner to assist in the achievement of social policy goals and effect measures that the Contracting Authority has prepared specifically for this assignment. Actions in the long term should have the ambition to set foundations for the development of the ferry market forward toward 2050. The actions shall be specific and should be able to be made applicable for contracts with start-up from and until 2020/2021.
The service shall be provided in the period from the contract signing until 31.4.2016.
Framework for the assignment is between 4 000 000 NOK to 6 000 000 NOK e.g. VAT.
For this procurement, a contract will be signed with one tenderer.

Requirement: The tenderer shall be a legally established company.

Documentation:

— Norwegian companies: Company registration certificate,

— foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

— Annual reports for the last 3 fiscal years which includes the Board's report, income statement, balance sheet, notes, and auditor's report.

— The contracting authority will obtain a credit assessment of the tenderer from the company Experian. This credit assessment will be part of the evaluation of the tenderer's financial and economic capacity.

Minste nivå(er) av standarder: The tenderer must have the financial capacity to carry out the contract.
Teknisk og faglig kapasitet:

1) A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, as well as the name of the public or private recipients.

2) Tenderer shall attach to the tender offer a report for the tender's average workforce and number of co-workers during the last 3 years.

How the tenderer will ensure sufficient capacity for this assignment must be reported. Among other things, a staffing plan should be submitted for the assignment, showing the number of employees, hired persons, etc.

Minste nivå(er) av standarder:

1) Tenderer shall have competence and experience in the relevant analysis and consulting services, and shall have carried out assignments of the same nature, complexity and scope.

2) The tenderer shall have good enough capacity to be able to execute the analysis in a good manner.
