Kolumbus announces a contest for bus route driving in the geographical area of Dalane. The route area includes route driving mainly in the municipalities of Eigersund, Bjerkreim, Sokndal and Lund. The purpose of the contest is to provide good routes for travellers. The starting date for the route service is 1.7.2016.
The contract will be entered into as a gross contract i.e. that the Contracting Authority is responsible for income and the operator is responsible for costs.
The tender evaluated as being the most financially most advantageous will be awarded the contract.
For a comprehensive description of the delivery refer to Annex 1 ‘Assignment Description’.
Tenderer must fulfil the necessary requirements in the Act of 21.6.2002 No 45 about commercial transport by motor vehicles and vessels (The Commercial Transport Act) in order to be granted permission to carry out route services. It is emphasised that the tender is not considered to be an application for permission as Kolumbus is not a permitting authority. The tenderer bears the risk that the terms to be granted permission are met.
The Contracting Authority's contract person is: Purchasing and Contract Manager, Gunn Sissel Gravdal. Any questions can be directed within the query deadline via the communication module in Mercell.
There is to be no contact/communication with other persons at the Contracting Authority about this tender contest.

Økonomisk og finansiell stilling:
K-04 — Financial and economic position — Requirement:
Tenderers shall have sufficient financial capacity to fulfil the contract obligations.
Documented by: Tenderers shall enclose confirmation from a bank or credit institution in Norway that a demand guarantee will be provided in accordance with the General Contract Terms point 12 and Annex 8. Tenderers shall enclose the annual accounts for the last 3 years including the Board's Annual Report and the Auditor's Statement. In addition, the Contracting Authority will obtain its own credit rating of the company via credit rating company.

Tenderers can, if necessary, use other company's qualifications to fulfil the requirements for the financial and economic position and/or the technical and professional qualification requirements. If this is the case, the tenderers shall document that they will be able to use the necessary resources, for example, by presenting a binding statement on this from the other company/companies. In addition, documentation shall be presented on the relevant company's qualifications in accordance with the above qualification requirements depending on which qualification requirement(s) the company shall contribute to fulfilling.

Teknisk og faglig kapasitet:
K 05 -1 — Technical and professional qualification requirements:
Tenderers must fulfil the necessary requirements in the Act dated 21.6.2002 No 45 about commercial transport by motor vehicles and vessels (The Commercial Transport Act) in order to be granted permission to carry out route services.
Documentation:
Tenderers shall enclose documentation with the tender that shows that the licence will be granted after the contract has been awarded.
K05-2 — Quality assurance system — Requirement:
Tenderer shall have a quality assurance system that is implemented and in operation. Tenderer shall submit a description of the company's quality assurance system and the point in time of implementation.
K05-3 — Experience Requirement:
Tenderers shall have sufficient experience from equivalent contracts during the last 3 years.
Documentation: Description of the tenderer's most relevant contracts during the last 3 years. The description must include a statement of the Contract's value, date and recipient (name, telephone number and email address).
References will be contacted, if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
