Bybanen Utbygging

Bybanen Utbygging would like to procure a user friendly and internet based project hotel/interaction tool that shall be used in the further development of the light rail, from construction stage four. The tool shall ensure the exchange of documentation, models and information, as well as being a tool that supports work processes between all those involved in the project. The tool shall ensure secure processing. The tool will be used by both internal and external users.
The tool can also have other functions that are relevant for maintaining good interaction in a project of the light rail's size and character.
Hordaland County Property will also be a user of the system.
In addition to the tool, operation, maintenance and user support shall also be offered during the entire contract period. A contract will be signed for six years, with an option for a contract extension for 1+1+1+1 year.

Mandatory requirements:
1. The tenderer must have their tax, payroll tax and VAT payments in order.
Documentation requirement: Tax Certificates which are not older than 6 months from the tender deadline. Tax certificates are defined as:
For Norwegian tenderers:
— Tax and VAT certificate (RF-1244) issued by the tax collector office (can be downloaded from www.altinn.no).
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

2. Suppliers shall fulfil Norwegian HSE requirements for work that is carried out in Norway.
Documentation: — Filled in and signed HSE declaration in accordance with Public Procurement Regulations annex 2. Preferably use the attached template, see Annex 2.
3. The tenderer shall be a legally established company.
Documentation requirement: Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or a Register of Business Enterprises, in accordance with the law in the country where the tenderer is established.
4. Tenderers shall follow the eight fundamental ILO conventions and work systematically to ensure that the company's sub suppliers meet the requirements.
Documentation requirement: A signed self-declaration — The eight fundamental ILO conventions (the template in annex 4 can be used).
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.
Documentation requirement: The tenderer's annual accounts including notes with the board's and auditor's reports for 2013 and 2014.
The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The above mentioned information shall also be provided for any parent company, where necessary. See point 3.5 for details.
