Frogn municipality has decided to construction a swimming complex and renovate the existing Frognhall. In addition outdoor areas shall be developed in accordance with the outdoor plan. New infrastructure and a stadium with a grandstand have been developed in 2015. See the building drawings for this project in the attachment.
Frognhall will be emptied and closed before the turnkey contractor starts work.

See the building drawings for this project in the attachment.Frognhall will be emptied and closed before the turnkey contractor starts work.The site has cadastral and title numbers: G. nr: 70, B. nr: 68, address Belsjøveien 2.There is a separate site contract that shall be transported.The mentioned site contract includes demolition work on Frognhall, excavation work for a construction pit (blasting and excavating) and securing the construction pit. The site is mainly made up of rock, with a clay ravine in the construction pit. See the geotechniques report C6.Ground surveys have been carried out, cf. annex C6. Further needs must be assess by the turnkey contractor. Cf. NS 8407 point 23.1 second section and 25.1.1 second section, letter b.The site shall be completed developed with parking ,access, walls etc. in accordance with the outdoor plan.Frognhall shall be completely renovated and a new swimming complex shall be constructed with a gym on the second floor as an option. A second floor is planned over the office part of Frognhall as an option.Energy wells have been drilled for a heat source for heat pumps. These are all in manholes with pipes leading to the construction pit. The energy wells shall be used for Frognhall/swimming complex and the existing Seiersten school. The energy from the wells shall be distributed with approximately 2/3 going to Frognhall/swimming complex and approximately 1/3 going to to Seierstad school. The heating installations in Seierstad school is a separate contract that will be carried out simultaneously.Sanitary installations in Frognhall shall be renovated in accordance with the descriptions.New pipes and sanitary installations in the swimming complex shall be installed in accordance with the descriptions.In addition sprinkler installations shall be established in accordance with the descriptions.Operational plumbing installations including a treatment system shall be established for the swimming complex.Water, surface water and waste water shall be connected to the established infrastructure.The installations shall be connected to Frogn municipality's control plant.New ventilation installations shall be established for the entire building complex, including Frognhall, the swimming complex and the gym.The installations shall be connected to Frogn municipality's control plant.Frognhall/swimming complex shall receive energy from a newly established network station, intake cables shall be connected in a technical room by the network station. Tenderers shall be legally registered:
Norwegian companies: Company registration certificate.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established. The documentation must, at a minimum, state:
a. the company's name and registration number;
b. the company's business address;
c. who can act on the company's behalf/bind the company.
Tenderers shall fulfil their tax, VAT and payroll tax obligations. Arrears can lead to rejection.
The tax certificate shall not be older than six months from the tender deadline:
Norwegian companies: tax, VAT and payroll tax certificate (tax certificate — see www.altinn.no)
Foreign companies: foreign tenderers shall provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers shall have the financial solidity to fulfil the contract and provide the necessary security in accordance with NS 8407 point 7.2.:
The tenderer's annual accounts including notes with the board's and auditor's reports for 2013 and 2014.
A complete credit rating report, not older than 6 months, based on the last known accounting figures shall be enclosed. The rating shall be carried out by an officially certified credit rating institution.
Pre-commitment from a credit institution for security of equal value to 10 % of the tender sum (annex A1) including VAT.
A. Tenderers shall have experience from equivalent contracts.
A1) Tenderers shall have reference projects with a contract value of more than 100 000 000 NOK, in which new buildings, renovation and the integration of technical installations have been a part of the contract.
A2) Tenderers shall have experience with and competence in the installation of water treatment plants in swimming pools/swimming complexes of an equivalent size.
A3) Tenderers shall have experience with and competence in tiling work, joints work and damp protection in swimming pools/complexes:
A1) The tenderer's relevant reference projects in the last 10 years.
A2) Tenderers shall enclose documentation of their competence, or enclose a commitment statement with sub contractors who have competence in the installation of water treatment systems.
A3) Tenderers shall enclose documentation of their competence, or enclose a commitment statement(s) with sub supplier(s) who have competence in tilling work, joints work and damp protection in swimming pools/complexes.
Tenderers shall document their competence/sub contractors' competence through a list of reference projects. Only projects that are relevant and that fulfil the requirements A1, A2) and A3) shall be listed. Information shall be provided for all references on the nature of the work, the production year, contract value and the references contact person's telephone number and e-mail address.

B) Tenderers shall have systems for quality assurance: Documentation shall be given in one of the following ways (B1 or B2):
B1) Description of the company's procedures for quality management, with an emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement;
B2) If the tenderer has an ISO 9001:2015 certificate, it shall be enclosed.
C) Tenderers shall have qualifications within development class 3 in the Planning and Building Act for overall responsibility for engineering design services and execution:
C) Valid proof of central certification for the relevant disciplines, alternatively, documentation that certification will be achieved for the relevant disciplines.
D) The offered organisation and personnel shall have satisfactory competence and the ability to fulfil the contract:
D (1) Total overview of the turnkey contractor's manpower;
D (2) Manpower for this assignment (organisation chart) with names and CVs for the key personnel involved in the assignment.
Key personnel means project manager, site manager, engineering design manager, SHA-KP, the person responsible for engineering design services within all disciplines, ITB manager and internal BREEAM AP coordinator.
D (3) The CVs shall include information on experience, age, education, language capabilities, relevant reference assignments and what role the person in question had in these assignments. Tenderers shall be the main company for the Norwegian Labour Inspection Authority and relevant competence must be stated on the CV for the person who shall see to this follow-up.
