Project 150022 F-35 Maintenance building comprising 1 maintenance building, estimated to approx. 12 000 m² gross. The maintenance building's main function is to offer suitable and must facilities for the different maintenance needs for F-35. The maintenance building includes bays and halls for maintenance and washing. The bays have full height through 2 floors, whilst the workshops have full height where it is functionally required. All the bays and halls are organised on a line. The building includes a mezzanine for support functions and teaching rooms. The floor plan is adapted for the maintenance of planes, with short distances and good flow in the work's phases. Workshops and other departments are directly connected via a corridor. The building will mainly be constructed out of concrete cast on site.
The contract will mainly consist of:
— Ground works, foundations etc.
— Building, approx. 12 000 m² gross.
— Construction from concrete cast on site, with the greatest height of approx. 10 m and a total of approx. 10 000 m³ concrete.
— Gates.
— Technical rooms.
— Advanced electro-technical installations.
— Connections to infrastructure.

Contractors shall have very good experience and competence with both the management/administration and execution of works of an equivalent size and complexity. Complexity here menas, amongst other things, complexity in the actual building, technical installations in the building, works against adjoining buildings and adjoining contracts etc.

Contractors are required to be Norwegian companies or companies from countries that have an activity/valid security agreement with Norway. All persons that have to be security cleared shall be Norwegian or from countries that have a security agreement with Norway. The National Security Authority can provide information on which countries this applies to.

Contractors are to be aware that it will take time to get foreign workers security cleared, and it is the contractor's risk if security clearance is not achieved/not achieved by the deadline/possibly takes longer than what the contractor has planned. If contractors are seen as qualified in accordance with the requirements in point 4 above, it does not remove the responsibility and the risk of the necessary authorisations and clearance actually being achieved. Further information on the consequences of the security aspect will be described in the tender documentation, which will be sent out to the pre-qualified contractors.

Contractors shall, when carrying out the work, have the ability to handle and store (security graded) documentation and information to the level of security stipulated in the contract.
The personnel that the contractor shall use to read the tender documentation and to prepare the tender must be security cleared/authorised in advance in accordance with the Norwegian Security Act. These persons must be cleared to the level confidential. The deadline for achieving the necessary clearance is set to 3 months after the Norwegian Defence Estates Agency sends the application form requesting extensive personal information to the contractors.
