The graphical section needs to replace a production machine that shall provide the Norwegian Parliament with documents printed on paper with a short delivery time. A machine shall thus be procured that is:
— quick,
— stabile and reliable,
— adapted to the Norwegian Parliament's computer structure and software.
The contracting authority shall procure a colour machine, with inline finishing for booklets as well as installation and support, service and spare parts logistics.

The contracting authority shall have an option to procure an additional machine. The option is valid for up to four (4) years from when the contract is signed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer must be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer shall have a good conduct.
The tenderer must, in a self declaration, confirm that the requirements in Part I Annex 2 have been fulfilled.
Økonomisk og finansiell stilling:
Requirement:
The supplier shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Documentation requirement:
A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.
The contracting authority can, free of charge, undertake an assessment of the tenderer's economic and financial position by utilising the service Proff™Forvalt (www.forvalt.no).
Teknisk og faglig kapasitet:
Requirement:
Tenderers shall have carried out equivalent deliveries in a cluster printer/server environment.
Documentation requirement:
Information shall be given on at least three relevant and comparable deliveries in the last three years. The documentation shall provide information on
— extent,
— value,
— duration and,
— the customer's name.
Tenderers shall have the capacity for support and service in the equipment's lifetime.
Description of the tenderer's service organisation, including the number of employees, their competence as well as a description of the tenderer's spare parts store and spare parts logistics.
Tenderers shall have an anchored environmental policy.
Tenderers shall document that they have a management anchored environmental policy that shall contribute to the company having as little impact on the outer environment as possible.
A copy of any certifications for the environment management system is to be enclosed.
Tenderers shall be affiliated to a return scheme for used packaging.
Tenderers ought to enclose documentation of membership in a return scheme for used packaging, for example Grønt Punkt (www.grontpunkt.no).
If such an affiliation does not exist, a self-declaration shall be enclosed that states that the tenderer will implement its own return scheme that fulfils the obligation. This scheme shall see to the final treatment of packaging in an environmentally responsible way.

Andre særlige vilkår:
The Norwegian Parliament's printing office has the the Swan ecolabel and it is an absolute requirement that the supplier fulfils the underlying requirements for certification.
Description of the contracting authority's approval test:
The certification test is that the contract object shall have had 30 days continuous operation with significant faults, cf. the definitions of faults in the contract point 2.2.2). If there are considerable faults in the period, a new 30 day period will start. After 30 days operation without significant faults, the contracting authority shall, without undue delay, send written notification to the supplier's contact person on approval of the delivery.
