Ski municipality C/O the Procurement Agency is responsible for the procurement of a Tender Management System (TMS) and a Contract Administration System (CAS) for Ski and Oppegård municipalities, the Procurement office FIK (Joint Procurement Office) and the municipalities Frogn, Nesodden, Vestby and ÅS.
The objective of implementing TMS/CAS is to achieve better, simpler and more secure procurements. The system shall meet the requirement for procurements in accordance with regulations, and at the same time ensure the requirement for validating procurements. The aim is to implement a fully electronic system from the preparation of tender documentation and qualification documentation, to the award of contract and further contract follow-up.
An agreement shall be entered into for procurement of a Tender Management System (TMS) and a Contract Administration System (CAS). The system shall be fully electronic, net based and be standard products that already are in the market (stock products).

In addition, there is a need for a larger number of ‘Light’ users of TMS and CAS that shall have reading access and possibly limited write access.The Contracting Authority has insufficient empirical data and thus the estimate incorporates a high degree of uncertainty.The contract is subject to sufficient budget resources.
