The Norwegian Ministry of Foreign Affairs

The contacting authority invites potential suppliers to participate in an open tender procedure with the purpose to enter parallel framework agreements for special auditing and investigation services.
The Norwegian Foreign Ministry, the foreign missions, FK Norway, the Ministry of Climate and Environment (MCE), and MCEs subordinate agencies shall have the right to make call offs on the framework agreement.
Suppliers must, in connection with call-offs, be able to carry out special audits and investigations when there are suspicions of financial fraud. The services may have the character of both assistance and assignments. Further details will be given in connection with each call-off.
It is unpredictable when cases that require the services will occur. Based on the contracting authority's previous experience, the need is estimated to increase throughout the contract period.
The duration of the agreement is 2 years, with options for the contracting authority to prolong 1 + 1 year.
The estimated value of the procurement is the total value for 4 years.

Qualification requirements:

— The supplier must be a legally established company.

— Good conduct. The supplier must confirm that the company has not been legally convicted for the conditions described in the template attached to the competitive documents — ‘Self-declaration on good conduct’.

Documentation requirements:

— For Norwegian suppliers, the legal registration will be on the tax certificate; therefore it is not necessary to enclose a company registration certificate. Foreign suppliers must enclose a copy of the registration.

— ‘Self-declaration on conduct’ must be enclosed with the tender, completed and signed.

Økonomisk og finansiell stilling:

Assessment of creditworthiness issued by a renowned commercial credit reporting bureau.

The assessment shall include a creditworthiness degree (rating) of the tenderer — typically indicated by rating code or a short description. The assessment shall include or be attached:

— an explanation of the rating code and the scale of possible rating codes, and

— the partial assessments that is the basis for rating, and

— annual turnover.

The assessment should be based on the latest annual accounts, and must not be issued later than 6 months prior to the deadline for receipt of request for participation in the competition/tenders. The date of issue must be marked on the assessment.

Minste nivå(er) av standarder: The supplier must have the financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:

A description of the personnel that the supplier has available for the fulfilment of the contract.

A description of methods for quality assurance.

An indication of the proportion of the contract supplier intends to use sub suppliers.

Minste nivå(er) av standarder:

Ability to fulfil the contract, including that the supplier has an international network in special audit and investigation, and a sufficient number of professional personnel. Four or more professional personnel will be regarded as a sufficient number.
