The services that shall be provided include sending/receiving data files from the housing bank of Norway's trade systems, printing, finishing/enveloping and delivery to distribution (Norway Post). Further details on the specifications are in the attached documentation.

A gradual reduction is expected in the printing volume in the contract period due to, amongst other things digital dispatches. The total value of the contract is somewhat uncertain.

The service shall be in production from 1.3.2016.

The service provider's responsibility starts upon receipt of a printing file and ends with the delivery of dispatches in envelopes to Norway Post.

The printing assignments are divided between the trade systems ‘Låneforvaltning’ (loan administration) and Bostøtte (housing support). The printing production from the housing support system will be based on letter files in pdf format. Files from the loan administration system (Hils/Vinnbin) is in text format.

Digital post will be taken into use in an equivalent way for letters and messages from the loan administration system.

The change to digital post means that the printing volumes from the mentioned trade systems will gradually be reduced in the coming years. We cannot provide a time scale or figures for the speed and extent of the transition to digital post yet, but we expect that a certain printing volume will remain throughout the contract period.

On the other hand, consideration is being given to the implementation of ePhorte edf (ePhorte digital dispatches). We would like to use the contract with the printing service provider here for printing and finishing services. The volume is expected to be a few 1 000 letters per annum.

K01 Tax Certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use subsuppliers, tax certificates must be provided for them as well.

K 02 VAT Certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use subsuppliers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company registration certificate or equivalent from the tenderer's home country.

K 05 Credit worthiness/rating — Requirements: The tenderer is required to have sufficient financial capacity to fulfil the contract; minimum rating of A (Dun and Bradstreet).

Documented by: Credit rating from approved credit rating agency such as Dun and Bradstreet or equivalent. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years.
