Procurement of pharmaceutical competence for pharmaceutical inspections, medicine reviews and advice in Bærum municipality

Bærum kommune

Bærum municipality shall enter into an assignment contract that shall cover the municipality's need for:
— Pharmaceutical inspections;
— Medicine reviews;
— Advice to consultants in nursing and welfare.
Pharmaceutical inspections are carried out at service places in the municipal departments Nursing and Welfare, Health and Social Services and Children and Youths in Bærum municipality. The services are geographically spread within the municipality's borders.
Medicine reviews with a pharmacists are carried out in accordance with this contract at the municipality's residential and treatment centres. Furthermore, the municipality's doctors shall be able to request pharmaceutical assistance for medicine reviews for patients with decisions on help with handling medicines and medicine reviews in the municipality's home based services.
The contracting authority will enter into a contract with 1 (one) service provider for pharmaceutical inspections, medicine reviews and advice.

Requirement: The service provider's tax and VAT payments shall be in order. Documentation: Tax certificate and VAT certificate.
Requirement: The service provider is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. The credit worthiness that will form the basis for qualification for this competition is risk class 5 (credit worthy) equivalent to A — credit worthy. Requirement: Ability to fulfil the contract: The service provider is required to have an organization that has the capacity to fulfil the contract. Documentation: A description of the service provider's technical personnel or technical units the service provider has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.

Requirement — Experience: Service providers are required to have good experience from equivalent assignments. Equivalent assignments means:
— Provision of pharmaceutical inspections;
— Medicine reviews.
Documentation: List of the service provider's most important deliveries or services performed, including information on the value, date and length, as well as the name of the public or private recipient, with contact information for any references.
Requirement: Quality assurance system: A good and well-functioning quality management system is required for the services that will be provided.
The concept quality management system means that the service provider has a consciousness in relation to e.g. quality objectives, planning, securing, treatment of non-conformance and quality improvement.
Documentation: An account of the service provider's quality management system and in particular a description of how the service provider ensures that employees are kept up-to-date.
