Procurement of media monitoring services — alternative 2

Politiets fellestjenester

The Directorate of Police shall, via this procurement cover the police's need for continual media monitoring of the most important media sources in Norway. Among other things, this will involve coverage of news agencies, national, regional and local media on paper and online, periodicals, magazines and industry magazines, radio and TV, social media such as Twitter, forums and blogs. The mentioned media monitoring shall be priced with a monthly subscription that shall cover all costs. The monthly subscription shall also cover a media portal, archive, full implementation, training, free user support as well as any rightful owner fees.
In addition it shall be possible to carry out separate call-offs for qualitative and quantitative media analysis (monthly/quarterly/annually), carried out on the basis of the continual monitoring of the media picture for cases with direct relevant for the police as well as special assignments for media analysis of individual cases. The option for media analysis shall be priced on an hourly basis.

Tax and VAT certificate. Requirement: Tenderers shall have submitted their tax, payroll tax and VAT assignments. Documented by: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. HSE self-declaration — Requirement: The tenderer shall vouch that the company operates systematically to fulfil the requirements of health, environment and safety legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Credit evaluation/rating. Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. Documented by: A credit evaluation/rating from a credit assessment institution, not older than 6 months.
