Procurement of localisation technology for people with cognitive reduction, dementia, etc. in the municipal health and care services

The public health service is facing major challenges in the years to come. There will be fewer people to provide the care and the assignments will be more complex. Several Norwegian municipalities have i.a chosen to emphasise on welfare technology as 1 of the many future solutions. Since 2011 the municipalities have implemented a pilot project involving localisation technology (mainly GPS) for persons with e.g. cognitive reduction (e.g. through Trygge Spor ‘Safe Tracks’). The challenge for many municipalities is to find the technology and application in order to scale up and go from pilot project to ordinary operations.
The objective is to procure technology that meets the identified user requirement and render it possible to scale the testing in such a way that each municipality can establish a basis for changing from pilot project to operation. The procurement will include various types of localisation units and a localisation application.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
Documentation requirement: Company registration certificate.
The tenderer's tax and VAT payments shall be in order.
Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (Section 17-14). Use RF-1244. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must be creditworthy.
Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no

The tenderer shall employ environmental management measures during the performance of the contract.

The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract.
Documentation requirement:
The tenderer shall attach with the tender a self-declaration confirming that wages and working conditions are in accordance with the general tariff agreements or national tariff agreements, see Annex 4. In those cases where sub-providers with manufacturing sites in countries outside the EU/EEA are used, it must be established that international consistency of work environment and employee's rights are met.
