The framework agreement shall comprise all of LYOGOC's arenas where there is a need for temporary solutions and involves all equipment of tents, tribunes and other event solutions, including temporary flag poles, tables, chairs, heating solutions etc.Tenderer must be able to supply all equipment named in the price and product form. With larger or other needs, the tenderer is bound to procure requested product sunder verbatim terms as those in this framework agreement.All temporary installations must be set up according to Norwegian standards and EU standards.LYOGOC will use the following existing facilities to hold the Youth OL:— Oslo Winterpark for Halfpipe, Oslo (Oslo Vinterpark);— The Viking Ship at Hamar for speed skating (Vikingskipet);— Hamar OL amphitheatre for figure skating;— Gjøvik Olympic Cavern Hall for Short track (Gjøvik fjellhall);— Lillehammer bobsleigh and luge-track for Bobsleigh, skeleton and luge;— Hafjell Alpine Centre for alpine for alpine events and freestyle, Øyer;— Lysgaardsbakken Ski Jumping Arena for Ski Jumping and the opening ceremony, Lillehammer;— Birkebeineren Ski Stadium for cross-country skiing and biathlon, Lillehammer;— Kristins Hall/The Youth Hall/The Curling Hall at Stampesletta in Lillehammer for ice hockey and curling.According to LYOGOC principles, we should utilise existing buildings at all arenas. Økonomisk og finansiell stilling:

As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. Furthermore, the required credit rating from Soliditet is a minimum score of 3 (obtained by the Contracting Authority). For companies without a rating in the Soliditet database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economical and financial position.

Documentation requirement:

— Credit rating/accounting data (collected by LYOGOC).

Teknisk og faglig kapasitet:

Experience and expertise:

Experience and good references from corresponding deliveries with associated services is required. The safety aspect of temporary installations will carry particular weight. It is expected that skilled workers with experience and the necessary competence will be used in the calculation of wind-prone installations.

Documentation requirements: the tenderer must provide a list of the most important deliveries during the past 3 years, including information concerning value, date and recipient (name and e-mail). Recipients contact information is to be filled out on Annex H. The references will only be contacted if necessary.

Tenderer shall describe their internal control systems and procedures for calculation of constructions, particularly with regard to wind and anchoring to the ground.

Short description of competence and experience of those intended to be engineers for assignment (maximum 1 page).

Technical equipment:

Good implementation abilities are required.

Documentation requirement: Tenderers must describe their equipment, machines or other available equipment, as well as available product list, of relevance for the execution of this agreement.

Quality assurance system:

A good, efficient quality assurance system is required.

Documentation requirement: Tenderer is requested to give a brief description of the company's quality assurance system.
