OBY' requires fire safety to satisfy the minimum requirements in the building and fire regulations, or better. For some of our older buildings, there is a need to map and document the safety level in detail in order to safeguard our purpose and owner responsibility. Furthermore, there is a need to prepare sufficient documentation for a contest for improving defects of significant character that are revealed.
OBY shall enter into specific framework agreement with a tenderer of fire engineering consultancy services.
This framework agreement comprises projects and services that are primarily limited to our existing properties.

The tenderer must be a legally established company. Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade register or business register as prescribed by the law of the country where the service provider is established.

— The tenderer shall have the economic capacity to implement the assignment/contract: The company's last Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.

In addition, the Contracting Authority reserves the right to obtain a credit appraisal from a publicly certified credit rating institution.
Teknisk og faglig kapasitet:
1. Central approval from the Directorate of Building Quality (DIBK) within the disciplines of fire concept and fire safety in enterprise classification 3, including the functions as responsible applicant, designer and independent inspections: Printout from the Godkjenningsregister (www.dibk.no).

2. Good implementation ability and sufficient capacity to implement the assignment: — A statement of the tenderer's workforce and total number of employees in the administrative management during the last 3 years.
— Information about the education and professional qualifications of the tenderer and the company's administrative leadership, Under this point, we are not requesting the individual person's expertise and/or CV.
3. The tenderer shall have a well functioning quality assurance system: Documentation of the tenderer's quality assurance system/quality management system. The tenderer shall submit a copy of the system certificate issued by accredited certification bodies or equivalent documentation, alternatively the table of contents for the quality assurance system/quality management system the company uses. The Contracting Authority reserves the right to obtain supplementary/clarifying information about the system.

Kontraktutførelse
Innskudd og garantier som kreves:
— The tenderer shall have settled conditions with regard to the payment of taxes and VAT.
— Tax and VAT certificates not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers shall fulfil legal requirements in Norway within health, environment and safety — HSE self-declaration, filled in and signed.
