Procurement of external quality assurance services for the PAS/EPJ procurement programme and any other investment projects

Helse Midt-Norge RHF (Health Region Mid Norway)

HMN invites tenderers to a restricted tender contest for a framework agreement for external consultancy services for quality assurance of the coming procurement programme for a new PAS/EPJ, but the services under the framework agreement can also include other investment projects in the regional health company.
The aim of the procurement of external consultancy services is to establish a framework agreement with three tenderers for the provision of quality assurance services in the next 2 years, with an option for an extension of 1+1 year.
Assistance is wanted for quality assurance of different decisions and decision basis in the PAS/EPJ programme and in any other coming major investment projects for which there are no separate contracts that shall be used. The quality assurance content will be based on the same model that forms the basis for the Ministry of Finance's regime for external quality assurance, see http://www.ntnu.no/concept/ks-ordningen Assistance is particularly required in the ‘QA2 phase’ of the PAS/EPJ. HMN can make adaptations, including simplifications to the extent and means of the quality assurance in accordance with the basis in the Ministry of Finance's regime.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Tenderers shall have their tax and VAT payments in order. Documentation requirement: Certificate for VAT and tax, not older than six months from the deadline for requests for participation in the competition.
2. Tenderers must fulfil legal requirements regarding health, environment and safety for work that is carried out in Norway. Documentation requirement: HSE self-declaration, attached as annex 2, signed by a person authorised to bind the tenderer and a representative for the employees.

3. The tenderer shall be a legally established company. Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in the tenderer's home country.
4. Tenderers must not, with the exception of other assignments as an external quality assurer, have assignments for HMN. Documentation requirement: A declaration must be presented stating that the tenderer is an independent consultant for the quality assurance. See the template in annex 3.

5. Tenderers must have sufficient financial capacity to fulfil the contractual obligations. Documentation requirement: The annual report, auditor confirmed annual accounts and an overview of the turnover for the last available accounting year for the tenderer.

Teknisk og faglig kapasitet:
6. Tenderers must have sufficient experience and resources to carry out the assignment.
In order to fulfil the requirement for sufficient experience, tenderers are required to have a minimum of three equivalent assignments with quality assurance of projects over 200 000 000 NOK, of which at least 2 were ICT/transformation projects or programmes. There must be a referral to experience with concept evaluations, estimations and uncertainty analyses, as well as management of major projects.

For ‘equivalent assignments’ connected to the deliveries' value, it is sufficient that the tenderer's assignment has a value that exceeds 500 000 NOK over a period of 1 year or less. Documentation requirement: A list of the tenderer's most important deliveries or services performed in the last 3 years, with a description of the tenderer's role and assignment, information on the value, date, length and customer.

7) Tenderers must have the execution ability and capacity to carry out the assignment. Documentation requirement: A short description of the number and what type of personnel the tenderer has available within the disciplines ‘health’, ‘public sector’ and ‘technology’ for fulfilment of the contract. 8. Tenderers must have a good and well functioning quality assurance system. Account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful way.

Provided that there is a sufficient number of qualified tenderers, a minimum of 5 and a maximum of 6 of the best qualified tenderers will be invited to submit a tender. The selection will only be based on the tenderer's response to qualification requirements 6 (experience) and 7 (capacity) in the table in chapter 6 above.
