The Norwegian Public Roads Administration is currently a clearing customer on the energy exchange Nord Pool ASA and it shall enter into a new contract for portfolio management and for the procurement of physical energy in the spot market. The Norwegian Public Roads Administration has not yet decided whether it will continue to be a clearing customer and is, therefore, open to tenders that both facilitate this and tenders where the tenderer undertakes the physical delivery and financial trade for the contracting authority without a clearing customer system. The following elements are included in the contract, which will either happen by the Norwegian Public Roads Administration continuing to be a clearing customer on the energy exchange Nord Pool ASA, or by a system where the Norwegian Public Roads Administration is no longer a clearing customer on the energy exchange: — Physical trade; — Financial trade; — Risk management and financial hedging; — Consultancy services; — Settlement services; — Administration services for the management of the different installations; — Invoice processing; — Electronic transfer of accounting data to the Norwegian Public Roads Administration; — Regular reports as well as access to a flexible and user friendly WEB based reporting system where selected employees at the contracting authority can obtain information themselves; — Environmental reports (options); — Procurement with a guarantee of origin; — Training. Economic and financial capacity: Tenderers shall have sufficient economic capacity to fulfil the contract, this means that it is a prerequisite that:
— The company must be credit worthy;
— The equity share shall be a minimum of 10 %.
The financial status shall be documented by:
— Annual Financial Statements for the last 3 fiscal years including the Board's report, income statement, balance sheet, notes, and the auditor's report. Equivalent documentation must be submitted for sub suppliers;
— Documentation of any significant changes in the tenderer's financial and economic position as regards the last auditor confirmed accounts;
— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. A credit rating shall be carried out by an officially approved credit rating institution.
The contracting authority reserves the right to obtain a credit rating of tenderers from the company Experian, if this is deemed necessary to provide further details/supplement the received information.
