Procurement of electricity and associated services

Objective:
The contracting authority would like, via this competition, to enter into a contract for electricity and the accompanying services.
The contracting authority manages, either through direct delivery or energy brokerage, the procurement of electricity and the procurement of administrative services around this, e.g. invoice processing for the consumption of electricity in the Norwegian Public Roads Administration and for 16 counties for consumption on county roads. The total consumption of electricity in 2014 was 420 GWh. Of this, approximately 350 GWh was covered through trade on the spot market, whilst approximately 70 GWh was covered through financial trade. The total consumption was divided between approximately 7 300 installations.
The Norwegian Public Roads Administration is currently a clearing customer on the energy exchange Nord Pool ASA and it shall enter into a new contract for portfolio management and for the procurement of physical energy in the spot market.
The Norwegian Public Roads Administration has not yet decided whether it will continue to be a clearing customer and is, therefore, open to tenders that both facilitate this and tenders where the tenderer undertakes the physical delivery and financial trade for the contracting authority without a clearing customer system.
The following elements are included in the contract, which will either happen by the Norwegian Public Roads Administration continuing to be a clearing customer on the energy exchange Nord Pool ASA, or by a system where the Norwegian Public Roads Administration is no longer a clearing customer on the energy exchange:
— Physical trade;
— Financial trade;
— Risk management and financial hedging;
— Consultancy services;
— Settlement services;
— Administration services for the management of the different installations;
— Invoice processing;
— Electronic transfer of accounting data to the Norwegian Public Roads Administration;
— Regular reports as well as access to a flexible and user friendly WEB based reporting system where selected employees at the contracting authority can obtain information themselves;
— Environmental reports (options);
— Procurement with a guarantee of origin;
— Training.
Scope:
The contract is expected to be for the delivery of approximately 420 GWh. per annum. Of this, approximately 70 GWh shall be procured via financial trade. The consumption is divided between approximately 7 500 installations and in 2014 approximately 54 000 invoices were processed. As the contracting authority is currently a clearing customer, this only includes invoices from network companies.
The estimated contract extent is for information only, and the contracting authority is not bound by it.
The contract period is 2 years with the contract period commencing 1.2.2016. The contracting authority has an option to extend the contract for 1 + 1 year, so that the total possible contract length is 4 years.

The following points are options:
— Environmental reports;
— Procurement with guarantees of origin.
Number of tenderers:
For this procurement, a contract will be signed with one tenderer. In addition there are obligatory contracts with Nord Pool Spot, Nasdaq etc. in cases where the chosen system requires this.
