Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall submit a VAT certificate and a tax certificate.
— Tax certificate.
— Certificate for VAT payments.
The certificates shall be issued on form RF-1244 from the tax collector and the chief municipal treasurer. The certificates must be no more than 6 months old. Any arrears must be explained / justified.
— Foreign tenderers must submit equivalent confirmation that government taxes and fees have been paid in the country where the tenderer is established.
Tenderers shall have ethically responsible activity.
— The tenderer must not have legal convictions for corruption, fraud or money laundering, or be guilty of a criminal offence related to professional conduct during the last 5 years. Tenderers that cannot meet this requirement will be rejected from the competition pursuant to Regulations § 20-12 (1) e. Confirmation that the requirement is met can be documented by a self-declaration in the tender letter.

The tenderer shall be a legally established company.
— Norwegian tenderers must provide an updated Company Registration Certificate.
— Foreign tenderers shall provide certificate(s) of statutory registration in the country where the business is established.
Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
— HSE declaration in accordance with Annex 2 of the Regulations which requires the tenderer to fulfil, or at least to fulfil by the time the contract is awarded, statutory requirements in Norway relating to health, safety and environment. The self-declaration must be countersigned by 1 of the company's employees.

Økonomisk og finansiell stilling:
The tenderers and their possible sub-suppliers shall have a minimum equity ratio of 10 % in comparison to the following formula and as a minimum be equivalent to 100 000 NOK.
Equity ratio in % = (Total equity x 100)/(Total equity and liabilities)
— The Contracting Authority obtains its financial statement analysis from Proff Forvalt (www.forvalt.no). All companies that deliver financial statements to the Brønnøysund Register Centre will be registered through Proff Forvalt. For these companies, it will therefore not be necessary to provide the requested information.

— Recently established companies or companies that are not required to send financial statements to the Brønnøysund Register Centre must submit annual accounts and auditors statements for the last 2 years, or for the time the company has been in operation where this is less than 2 years. The tenderer must as a minimum have profitable operations, positive cash flow in the last year, and have positive equity capital to be qualified.

Teknisk og faglig kapasitet:
Tenderer shall have good qualifications and experience with the delivery of equivalent equipment.
— Overview of the most important deliveries during the 3 last years, including their values, dates and recipients.
— Overview of the tenderer's experience and competence with the delivery of equivalent projects.
If Norwegian tenderers (manufacturer or importer) use packaging, documentation must be submitted at the latest by the signing of the contract which confirms that the tenderer is a member in a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner.
