Procurement of building competence within operation centres

Politiets fellestjenester

Politiets fellestjenester (PFT) shall enter into a contract for engineering design management and engineering services within construction professions for the police reform. The competence requirement will be at civil engineer, engineer and architect levels. The aim of the procurement is to provide PFT with competence and capacity for work directly connected with the alteration and adaptation of the police's operation centres with the accompanying technical rooms and facilities. The work is expected to be carried out as a part of a new geographical organisation of the police.
The work will include services such as:
— Engineering design services;
— Security assessments;
— Preparing the decision basis for procurements;
— Project descriptions;
— Specifications;
— Assistance with preparing the tender documentation and contracting.
Parts of the assignment could be upgraded to Confidential in accordance with the Security Act. Work on systems, premises, and tools, which has special requirements due to its security grading, is to be carried out in the contracting authority's premises. The contract is expected to use approx. 3 000 to 4 000 hours, mainly within construction engineering services.

Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificate. Requirement: Tenderers shall have submitted their tax, payroll tax and VAT assignments. Documented by: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established enterprise. Documented by: Company Registration Certificate or equivalent from the tenderer's home country.

HSE self-declaration — Requirement: The tenderer shall vouch that the company operates systematically to fulfil the requirements of health, environment and safety legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documented by: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

Credit evaluation/rating. Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. Documented by: A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Binding statement. Requirement: Interested tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall be able to use the offered resources during the contract period. Documented by: Tenderers shall enclose a binding statement (self-declaration) from any sub suppliers/collaboration partners/agents. The binding statement (self-declaration) shall at a minimum include; ‘X (sub supplier/collaboration partner/agent) confirms that Y (tenderer) can use the offered resources during the entire contract period’. Date and signed by X.

Teknisk og faglig kapasitet:

Experience. Requirement: Tenderers shall have experience from equivalent assignments with in planning and engineering design services for the police or equivalent operation centres. Documentation: The tenderer must enclose a list of the three most important deliveries during the past 5 years, including information concerning value, date and recipient (name, telephone number and e-mail address). References will be contacted if necessary. The contracting authority's own objective documented experience can be used and equated with the other references.

Capacity and competence. Requirement: Tenderers shall have sufficient capacity and competence to carry out assignments that are awarded. Documentation: Tenderers shall state the total capacity within the requested service areas, as well as what competence they have within the requested professions.

Quality assurance/quality management. Requirement: Tenderers shall have a good and well functioning system for quality assurance/management. If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate. If the tenderer is not certified, the quality system must be documented. The documentation shall at a minimum include procedures/routines for:

— deviations and handling claims;

— approval of sub suppliers.
