Ungdoms OL shall enter into a framework agreement with suppliers to cover the need for arena decor at all the sports arenas, non-sports arenas, Oslo Airport Gardermoen, Hamar and Lillehammer railway stations, Lillehammer, Hamar, the centres of Øyer and Gjøvik as well as any other places. This applies to the actual products, as well as for consultancy regarding hangings, technical solutions etc.

Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. Furthermore, the required credit rating from Soliditet is a minimum score of 3 (obtained by the contracting authority). For companies without a rating in the Soliditet database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economical and financial position.

Experience and expertise:
Experience and good references are required from equivalent contracts for accompanying services and the ability to give Ungdoms-OL advice on optimising the arena decor solutions.
Documentation requirement:
Tenderer must provide a list of the most important deliveries during the past 3 years, including information on value, date and recipient (name and e-mail address). The references will only be contacted if necessary. The template for the reference list is in annex H.

Documentation requirement: Tenderers must list product spectrums (in addition to the price and product form annex I).
