The Welfare Department is responsible for administrating Oslo municipality's further loans of start loans for housing purchases and housing grants, approximately 6 500 000 000 NOK. The welfare department is working so that loan customers can keep their houses as well as preventing losses for the municipality.
The administrator shall be responsible for administration and debt collection services connected to Oslo municipality's loan portfolio. This involves paying and securing loans, ensuring a depot function, sending payment notifications, reminders and annual statements, implementing changes in loan terms, carrying out debt collections as well as concluding loan conditions.

The tenderer must be a legally established company. Norwegian companies shall enclose a Company Registration Certificate. Foreign companies shall enclose proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract. The financial capacity shall be documented by a credit evaluation/rating not older than 1 year that is based on the last known accounting figures.
Teknisk og faglig kapasitet:
Permission to operate debt collection activities is required. This shall be documented by a debt collection licence.
Good experience is required from equivalent assignments. This shall be documented by written references (will be contacted, if needed) and a list of the most important similar deliveries or services performed in the last 3 years including information on value, date, as well as the name and contact information of the public or private recipient.

A good ability and the capacity to fulfil the Contract is required. This shall be documented by an organisation chart with a short account of the Company's total manpower as well as a short account of the equipment and material that the tenderer can use for fulfilment of the Contract.

A good and well-functioning quality assurance system is required for the services that will be provided. This shall be documented by a description of a quality assurance system for personnel, system and depot.
A binding statement is required, if subsuppliers are to be used. The use of subsuppliers shall be documented by an account of the use of subsuppliers including the areas and extent. A binding statement shall also be presented for any subsuppliers.
