Norsk pasientskadeerstatning (NPE) (Norwegian Patient Compensation)

NPE intends to enter into a contract for the hire of consultancy services that shall cover 2 needs. Firstly, the contract shall see to our need for a project manager who shall assist NPE in the work of setting up an ICT system for the new appeals body in Bergen (Health Appeals). Secondly, the contract shall see to our need for a professional test manager to handle all testing done as we further develop our main case processing programme — Isak. Isak is built on Public 360, which is delivered by Software Innovation. Isak shall also be the new appeals organ's chosen case processing tool and the test manager will also have work assignments connected to the project of establishing the new appeals organ.

Egnethet til å utøve yrkesvirksomheten:

Tenderers are required to be a legally established company.

— Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre, alternatively a print out from the unit register.

— Foreign service tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the state in which the tender is established.

The offered consultants are required to be employed by the tenderer, cf. the Civil Servants Act § 3E

— A self-declaration signed by an authorised person in the company that clearly states that the offered consultants are employed in the company submitting the tender.

If the tenderer is a manpower company, as stated in the Norwegian Act on Working Environment (WEA), § 14 -12, registration must be documented in the Norwegian Labour Inspection Authority's register of manpower companies.

If a tenderer is a manpower company that is not a Norwegian company, documentation stating that it is registered in the Norwegian Labour Inspection Authority's register of manpower companies must be presented before the contract is signed.

Økonomisk og finansiell stilling:

The tenderer is required to have good financial solidity.

— Credit rating from a publicly certified credit rating institution. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three years.

Teknisk og faglig kapasitet:

Experience from similar deliveries is required.

— The tenderer's most important assignments over the last 3 years, including a description of the assignment, value, date and recipients.

Tenderers shall be represented in Norway.

— Representation in Norway shall be documented with an office address in Norway, and an overview and designation of occupation of the employees in a management position who have their workplace in Norway.
