Procurement of a framework agreement for removal services

The Norwegian Directorate of Health would like to enter into a framework agreement for removal services in and between the Norwegian Directorate of Health's premises in Oslo and Trondheim. There will not be moves between the two towns, only within each town. The Norwegian Directorate of Health would like to join up with a service provider who has good competence and sufficient capacity to carry out the removals resulting from changes in the Norwegian Directorate of Health. Additional services are also wanted in the framework agreement, as described in point 2.2.5. This is not an obligatory requireemnt and the framework agreement can also be awarded to service providers who do not offer these services.
It is very difficult to estimate the value of the contract, but the value is estimated to be between 1 000 000 NOK and 5 000 000 NOK excluding VAT. This estimate is not binding for the contracting authority.
A review of the organisation of health management shall be carried out in 2015 with the aim of simplifying processes and making them more efficient. This can lead to changes in the organisation of the underlying departments and the ICT area in the current Norwegian Directorate of Health. The contracts that are signed must therefore be applicable to departments and entities that are added and/or separated from the Norwegian Directorate of Health in the contract period. Furthermore, entities that are separated must be able to leave the contract on the desired date in the contract period.

Company Registration Certificate.
Requirement: The tenderer shall be a legally established company.
Documented by: For Norwegian companies: A company registration certificate from the Brønnøysund Register Centre. For foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

There are also requirements regading paid tax, VAT and payroll tax, as well as a HSE self-declaration:
Qualification requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the legislation.
Documented by: The new joint form (certificate) from the Norwegian Tax Administration. The tax certificate that is issued after 14.10.2014 is a joint certificate for tax, payroll tax and VAT. If a joint certficate is not enclosed, the requirement must be documented by a tax certificate and a VAT certificate.

— Th tax certificate(s) shall not be older than six months, calculated from the tender deadline. Any arrears or other irregularities must be justified.
HSE self-declaration
Qualification requirement: Service providers must vouch for the fact that the company works systematically to comply with health, environment and safety legislation and satisfies the Internal Control Regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety.

Documentation: A dated HSE self-declaration signed by the manager and a representative for the employees. The form is attached to the tender documentation.
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating, not older than 12 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement: The tenderer shall be credit worthy.

Teknisk og faglig kapasitet:
Requirement: The tenderer shall have sufficient implementation ability and capacity.
Documentation requirement: Tenderers shall describe which technical personnel the tenderer will use for fulfilment of the contract.
Qualification requirement: Tenderers shall have satisfactory procedures for quality assurance.
Documentation requirement: An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful way. Copy of a system certificate issued by an accredited certifying body or equivalent documentation of the quality assurance system.

Documentation requirement: Reference list of the tenderer's business over the last three years with relevance for this assignment. The reference list shall include the contracting authority's name, date and value of the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.
