Procurement of a framework agreement for manager development

Landbruksdirektoratet (The Norwegian Agriculture Agency)

The Norwegian Agriculture Agency would like a manager development programme for our manager groups:
— Resource and area department with 1 department director and 4 section managers;
— Agriculture Production Department with 1 department director and 4 section managers;
— Trade and Industry Department with 1 department director and 5 section managers;
— Reindeer Husbandry Department with 1 department director and 3 section managers;
— The top manager group with the managing director and 5 department directors and 1 communication director.
The Norwegian Agriculture Agency has recently carried out a pilot project for manager development in the Administration Department. There will mainly be a need for follow-up in this department.
The framework agreement also comprises follow-up of each individual manager group (including the Administration Department) after the manager development programme has been completed.
In addition there can be a need for consultancy services outside the manager development programme, for example, for evaluating the work and guiding managers as regards their managerial role (coaching).

We envisage a total of 3 days per annum per department and top management group.Out of the procurement's value:— The Manager programme can make up NOK 200 000-NOk 250 000 excluding VAT for each manager group;— The follow-up can make up NOK 1 500 000 excluding VAT for 6 manager groups;— Coaching can make up NOK 200 000 excluding VAT during the contract period.The final value of the framework agreement will depend on the need for the number of gatherings in the manager development programme in order to achieve the aim of the procurement and consultancy services outside and after the manager programme. Egnethet til å utøve yrkesvirksomheten:

1. Requirement: Tenderers shall fulfil their tax and VAT payment obligations:

Documentation requirement: Tax certificate for VAT and tax certificate for tax, no older than 6 months calculated from the submission date.

2. Requirement: The tenderer shall be a legally established company:

Documentation requirement:

— Certificate of registration in the company register as described in the law in the country where the tenderer is registered.

— For tenderer's registered in Norway: Company registration certificate from The Brønnøysund Register Centre. The certificate shall not be older than 12 months, calculated from the submission date.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have sound financial solidity, liquidity and profitability.

Documentation requirement: Credit rating report with accounting figures from 2014 from a approved credit rating company that confirms the tenderer is credit worthy. The certificate shall include a credit rating degree of the tenderer, stated by a letter/number grade or a short text, and an explanation of the ratings. Alternatively, the tenderer's Annual Financial Statements fro 2014 with Auditor's Report and Annual Report.

Teknisk og faglig kapasitet:

Requirement: Tenderers shall have sufficient implementation ability and the capacity for this framework agreement. Sufficient implementation ability means 2 or more available resources for implementation of the framework agreement.

Documentation requirement: An account of the tenderer's average workforce in the last 3 years and the workforce that the tenderer can use for fulfilment of the framework agreement.
