Procurement of a framework agreement for boat yard services and maintenance of the Oslo School's vessels

The framework agreement includes general maintenance and classification works for the Municipal Undertaking for School Buildings' vessels named Dyrafjeld, Folden and Ildjernet. Value preservation maintenance and repairs shall be carried out. The objective is to comply with the 5 year classification requirements, which means inspection of bottoms and coating on Folden and Ildjernet, once a year.

The framework agreement will have a duration of 2 years with an option for the Contracting Authority to extend the agreement for 1+1 year.

Legally established company

— A Company Registration Certified must be submitted, or an equivalent certificate as determined by the laws of the country where the service provider is established.

— Tax and VAT certificate(s) must be provided with the tender, showing tax, advanced payments, garnishments, employers' national insurance contributions and VAT.

Service providers with business addresses in other EEA countries must submit equivalent certificate(s).

All tenderers shall present an HSE self-declaration with the tender. The declaration shall be in accordance with the form in annex 1 of the tender documentation. The service provider is obliged to require a similar declaration in all underlying subcontractor relationships. The HSE self-declaration must not be more than 6 months old.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation if necessary.

If the service provider, due to valid reasons, cannot prove his financial position in accordance with the above requirements, the Contracting Authority will evaluate other appropriate documentation.

Teknisk og faglig kapasitet:

— An overview of assignments carried out during the last 3 years, together with testimonials of satisfactory execution of the most important work. The testimonials should state the value, time frame and place the works were carried out and indicate whether the works were professionally executed and properly completed.

— Documentation of classification and approval for minimum two-2 ships/boats used in passenger traffic, with equivalent capacity as the Municipal Undertaking for School Buildings' 3 vessels. The ships/boats shall be certified during the previous 5 years.

— Information of education and professional qualifications at the service provider and the company's administrative management (competence matrix), as well as for the person or persons responsible for implementation of the contract (e.g. certificate/transcripts of grades, CV etc.).

— A statement of the service provider's average workforce and the number of employees in the administrative management in the last 3 years.

— A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the service provider for execution of the contract.

— Certificate for the company's quality system/management system issued by independent bodies that confirms the service provider fulfils certain quality assurance standards, for example ISO 9001:2008.

The Contracting Authority also accepts other documentation that shows that the service provider has equivalent quality assurance measures.

— The service provider must document that he possess a satisfactory quality system.
