Procurement of a BIM-Server

Helse Sør-Øst RHF shall procure an open BIM-server by purchasing software. The other health regions (Helse Nord RHF, Helse Midt-Norge RHF and Helse Vest RHF — including Sykehusbygg HF) shall also have access to the software through this procurement. These health regions are together approx. the same size as Helse Sør-Øst RHF.
If individual tenderers have a business model where they do not sell, but only hire out a BIM-server, a price can be given for the hire of the software as a service.
A decision has not yet been made as to whether the data shall be stored locally in Helse Sør-Øst, or whether we will hire the BIM-server with storage of data externally. An option is therefore wanted for this.
The use of BIM is still being tested/implemented. Helse Sør-Øst is investing considerable resources in the establishment of BIM in new projects. It is a prerequisite that the tenderer has an equivalent offensive attitude to the development of their product, and that there are continual improvements to it, which will benefit the contracting authority through software updates.
Helse Sør-Øst's ambition is that all the buildings shall be available as an open BIM, which shall be available across the individual companies. This will be tested through this procurement. We recognise, however, that the use of the BIM-server will have a test character for several years to come.
The initial use of the BIM-server will be connected to the ‘Tønsberg Project’ at Vestfold Hospital (Siv), with an expected start-up of the preliminary project summer 2015, as well as all of SiV's buildings being the BIM. It will be tested with data from SiV's last BIM projects and the New Østfold Hospital as a part of an approval procedure for the delivery. Consideration will also be given to using it for the project for the new hospital in Vestre Viken, with a start-up of the sketch project in 2015. SiV has established a BIM (most of the areas currently have a so-called slim-BIM) for all its buildings, this shall be added to the BIM-server. Furthermore, it can be used for ongoing projects at OUS and in the other health companies.
Therefore there will be a lot of emphasis in the specifications on scalability and flexibility so that the contracting authority can, during this testing/implementation period, work with testing large amounts of data from several parallel projects.
Wtih a view to the long term ambition of covering all the buildings, an account is also wanted of the ability to handle large amounts of data and many models and whether this requires extra performance/installations.
If the testing and use of the BIM-server fulfils the contracting authority's expectations, we would wish to use it directly in the operational phase of some of the projects in question in order to test such use. Options are therefore wanted for available additional modules that provide expanded functionality in the operational phase.
An indication of the extent/area of use:
— A typical project will be approx. 100 000 m², 2 000 000 building part objects and 50-100 gigabyte basic data,
— A typical health company will have 500 000 m²,
— Helse Sør-Øst has approx. 2 700 000 m²,
— Hele Helse-Norge has more than 5 000 000 m².

Qualification requirement: Tenderers shall submit certificates for tax and VAT.

Documentation:

Tax and VAT certificates.

The certificates must be no more than 6 months old. Any arrears must be explained / justified.

Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its place of business.

Qualification requirement: Tenderers must have sound professional conduct.

If the tenderer has in the last 5 years been convicted for corruption, fraud or money laundering, or is guilty of criminal offences concerning professional conduct, the judgement and subject matter must be accounted for.

Qualification requirement: Tenderers must be a legally established company.

Norwegian Tenderers must provide an updated company register certificate.

Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.

Qualification requirement: Tenderers shall/will meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

HSE self-declaration (Annex 2) in accordance with Annex 2 of the Regulations, stating that the tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment. The self-declaration must be countersigned by 1 of the company's employees.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers shall have sufficient economic and financial solidity to fulfil the contract obligations.

Documentation:

The Contracting Authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:

— The most recent submitted Annual Financial Statement with notes including auditor's report.

— Income statement and balance sheet for the last six months if it is more than 6 months since the last Annual Financial Statement.

— Tenderers are free to substantiate their economic and financial standing by any other document, including for example by a parent company guarantee.

— The Contracting Authority will obtain rating reports from www.solidtet.no (delivered by Bisnode Credit AS) to verify that the suppliers have sufficient economic and financial ability.

The Contracting Authority will evaluate whether the tenderer has sufficient economic and financial solidity to fulfil the contractual obligations, with emphasis on whether or not the tenderer has profitable operations, positive cash flow the last year, and positive equity.

Teknisk og faglig kapasitet:

Qualification requirement: Tenderers must have a good ability and the capacity to fulfil the contract obligations.

Documentation:

— A short and general description of the company and the company's organisation and areas of activity.

— Short description of the tenderer's personnel and technical units that the tenderer can use for fulfilment of the contract. CVs shall not be enclosed with the application.

— List of comparable deliveries or services in the last 3 years (including information on what was carried out, the value, date and the name of the public or private recipient).

— A statement of how much of the contract shall be awarded to sub suppliers in a % of the total.

— If the tenderer relies on other companies' capacity, it shall be substantiated to the contracting authority that necessary resources are at the tenderer's disposal. This can be done by presenting a statement of obligation from the relevant company(ies) that the tenderer will rely on. The statement shall state that the tenderer has access to the necessary resources during the entire contract period.
