Procurement/leasing of hot drink vending machines including service, maintenance and accessories

Hedmark fylkeskommune (Hedmark County)

Hedmark county intends to enter into a framework agreement for both the procurement and leasing of coffee machines/vending machines, both with and without coins/payment terminal.
Tenderers shall be able to offer different types of machines/vending machines, both floor and table models. The machines can have different product selections.
In addition the contract shall include the delivery of coffee, chocolate drinks and te/hot water, systems with disposable capsules or instant soup products are not wanted.
Service and maintenance shall be included for leasing, including turn-outs and all the necessary operational materials.
The products shall be delivered regularly and adapted to Hedmark county's needs.
The machines shall be delivered ready assembled and commissioned with training in Hedmark county's premises for both procurement and leasing.
Hedmark county shall be responsible for providing HVAC and sanitation and the necessary electricity, whilst the supplier shall be responsible for the assembly/connection/disassembly of the machines with the accompanying equipment and the necessary imposed safety fittings.
The contracting authority will be free to choose to buy or lease the machines with or without the delivery of ingredients and service.
The contracting authority already has some ongoing leasing contracts. These leasing contracts will be fulfilled in accordance with the contracts.
There are also some entities that own their own hot drinks vending machines. Any contracts that have been signed for the delivery of products and services for these machines will be kept. Even if there is no existing contract, entities will order products and services from the supplier of the machines if the new supplier cannot deliver products and services to/for this type of machine.

Beskrivelse av opsjoner:
Hamar municipality shall have an option to join the contract, see www.hamar.kommune.no for further information on Hamar municipality. The contracting authorities will in such case not be one legal unit and separate contracts will be signed. The contract for the municipality and the county will be signed with the respective entity.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1a. The tenderer must be a legitimate company, have orderly conditions regarding payment of tax and VAT.
Documentation requirement:
— Tax certificate (tax certificate for tax issued by the tax collector/municipal treasurer (form RF-1244)) which is no more than 6 months old, calculated from the tender deadline (Norwegian tenderers only)
— Value added certificate (certificate of paid value added tax issued by the tax office (form RF-1244)) which is no more than 6 months old, calculated from the tender deadline (Norwegian tenderers only)
1b. The tenderer is required to have a functioning HSE system
— HSE declaration which is no more than 12 months old (annex G).
Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity.
A credit rating from Bisnode (www.crediteasy.no) with a minimum score of 3 is required. For companies without a score in the Bisnode database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position.

Teknisk og faglig kapasitet:
3a. Experience and good references from at least three similar assignments during the past three years, are required. Equivalent assignments means contracts for the delivery of hot drinks vending machines.
Documentation requirements: the tenderer must provide a list of the most important deliveries during the past three years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if necessary.

3b. The tenderer shall have sufficient implementation ability and capacity.
Documentation requirement: Statements must be submitted indicating the tenderer's average workforce over the last three years and the equipment, machinery, tools, material or technical equipment that are available to the tenderer and will be used to implement the contract/assignment.
