The contracting authority would like tenders for shift based staffing services — temporary staff for the health and care sector and the education sector in Trondheim municipality. Tenderers shall submit a tender for different types of positions.
The hire of temporary staff shall cover the staffing needs for individual shifts, hire for holiday cover or time limited absences/projects. A major part of the temporary staff assignments will be urgent assignments at very short notice.
The contract covers the following positions:
— Specialist nurses,
— Nurses,
— Health care workers,
— Disability nurses.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— Tenderers shall be a legally established company.

— Company Registration Certificate (§ 17-10).

— Tenderers shall have their tax and VAT payments in order.

— Tax and VAT certificate not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14).

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. (§17-14).

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

— Tenderers shall comply with statutory HSE requirements. Documentation requirement: A HSE self-declaration shall be filled in, see annex 5.

Økonomisk og finansiell stilling:

— The company's last 2 annual accounts including notes, the board's annual report as well as recent information of relevance for the company's fiscal figures (§17-8).

— Credit assessment of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years.

The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no

The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If for valid reasons the supplier is unable to submit the documentation as requested by the Contracting Authority, the supplier may prove their economical and financial standing with any other document that the Contracting Authority will accept.

Minste nivå(er) av standarder:

— The tenderer must have the economic capacity to carry out the assignment/contract.

—The tenderer must be credit worthy. Credit worthiness must not be worse than A or an equivalent grade.

Teknisk og faglig kapasitet:

— List of the most important, relevant deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients (FOA §17-9). In addition our own references will be emphasised.

— Overview of the number of temporary staff that the tenderer has in a temporary staff pool, permanent and hourly based, who will be available for the contracting authority. The overview shall show the number divided between the diffierent job categories menioned in annex 13.

— Copy of certification, or an account on own/equivalent quality assurance system.

— Print out from the Register for manpower companies.

— The company's environmental status should be confirmed by completing the enclosed form. Environmental requirements for the company ( § 17-13, 2) see Appendix 6.

Minste nivå(er) av standarder:

— Significant experience from similar assignments is required.

Tenderers must have the competence and the ability to fulfil the contract within the disciplines required by the contract and for the contract's extent.

— Tenderers must have a well-functioning quality assurance system, ISO 9001 or similar.

— Tenderers shall be registered in the Norwegian Labour Inspection Authority's register for submitting and registering for manpower companies. Tenderers who are not registered will be rejected.

— The service provider shall employ environmental management measures for the fulfilment of the contract.

Kontraktutførelse
Juridisk form som skal antas av gruppen av økonomiske operatører som kontrakten skal tildeles til:

— Tenderers shall be registered in the Norwegian Labour Inspection Authority's register for submitting and registering for manpower companies. Tenderers who are not registered will be rejected.

— Print out from the Register for manpower companies.

Andre særlige vilkår:

— The tenderer's wages and working conditions are required to be in accordance with commonly accepted tariff agreements or nationwide tariff agreements for the relevant area included in the contract.

— The tenderer shall enclose a self-declaration that confirms that the wages and working conditions are in accordance with commonly accepted tariff agreements or nationwide tariff agreements. See appendix 7.

— In those cases where sub-providers/manufacturers with manufacturing sites in countries outside the EU/EEA are used, confirmation must be given that international concordance of work environment and employee's rights are met.

— Temporary staff shall be insured with liability, embezzlement and occupational injury insurance. — Copy of insurance policies.

The contracting authority will employ a strict practice over tenderers that can be connected to misconduct. Particular attention is drawn to the following out of consideration to the tenderer's requirement for predictability and equality.

If the contracting authority is aware that misconduct can be connected to the tenderer as described in the FOA § 20-12 (2) c or d, the tenderer will be rejected.

Information is to be provided if there are conditions at the tenderer that are mentioned in the FOA § 20-12 (2) c or d. If a tenderer withholds information on such conditions, and the contracting authority discovers this after contract has been signed, it will be seen as a serious breach that gives the right to cancel.
