Preparation and distribution of an information campaign for the project Tunnel Renovation Oslo

The tunnels in Oslo are decisive for maintaining access in Oslo, so there will be severe consequences when we, in the next 4 years, close 10 tunnels 1-by-1. In particular, the closure of the Bryns tunnel will give major challenges, both locally in the districts of Østensjø and Alna, and also for access in Oslo generally.
The Norwegian Public Roads Administration emphasises being an open and available department, and puts a lot of resources into informing the affected parties as far as possible before closures and other situations where the traffic flow will be affected.
The Contracting Authority would like to receive tenders for the delivery of the following:
— Preparation of a strategic plan for an information campaign for the closure of Bryns tunnel.
— Creative expression and production of material for several surfaces with an emphasis on digital channels.
— Negotiations, communication and distribution of the produced material in accordance with the strategic plan.
— PR work for the information campaign.
— Evaluation after the information campaign.
The information campaign for the Bryns tunnel is planned for February 2016. The date of the information campaign must be adjusted to the closure of the Bryns tunnel, which will occur at the earliest 15.2.2016 and at the latest 31.3.2016. The final date has not yet been set. The preparation of the information campaign must therefore be carried out in January 2016.

Beskrivelse av opsjoner:
The contracting authority has an option to expand the contract with the following supplementary services:
i) Working out the message, creative expression and/or produced material in the event a new round of distribution is decided.
ii) Adjusting the media strategy, including a new round with negotiations, communication and distribution of the produced material.
iii) The contracting authority has an option to extend the contract for 1 + 1 year, so that the total possible contract length is 4 years.
