Forsvarsbygg (The Norwegian Defence Estates Agency) invites tenderer to submit tenders to a tender contest with negotiations with pre-qualification, related to works in connection with the lengthening of the runway located at Ørland.
The tender contest is for a procurement above the threshold values, in accordance with the regulation for defence and security procurements (FOSA) §2-2 and the procurement shall follow the rules given in this regulation's parts I and II.
The project 150024 the Lengthening of the Runway includes a lengthening of the existing runway and a parallel runway, the replacement of the lights system on the main runway, the moving of the navigation system and brake wire system, the construction of emergency and operation roads, the lengthening of the existing noise berm, the establishment of a surface water network and the conveying of electric power.
The contract will mainly consist of:
— Delivery, laying and connection of HS electricity cables.
— The establishment of a new main light system on the runway, including approach lights.
— Connection of the ICT infrastructure.

Forsvarsbygg (The Norwegian Defence Estates Agency) has chosen to use general contracting as a contract form. The contract will be regulated by Forsvarsbygg's (The Norwegian Defence Estates Agency) contract conditions, based on NS 8405. The contract will i.a. contain limitations to include maximum 2 segments with sub-contractors under the main contractor. The contractor must expect to be transferred to the contractor for foundation works. This will be further described in the tender documents.The project is subject to considerable security restrictions. The tenderers must be aware that the tender documents will be subject to security restrictions. This means that it is a condition that the tenderer can achieve supplier approval for the handling of classified materials in his premises. Employees from other countries than Norway may, as a principle, be accepted. However, based on the contracting authority's experience, the tenderers should be aware that the security clearance processes can take long time.Due to the expected time for security clearance, the tenderer must expect that the personnel in charge of the estimating, also must be able to safeguard the project and carry out the assignments that are expected to be implemented in the initiation stage, including preparation of progress plans.75 000 000

In short, this assignment involves: ‘A main base for fighter jets shall be established at Ørland, and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jets, air protection and base defence.’ Forsvarsdepartementet (the Ministry of Defence) has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

Forsvarsbygg (The Norwegian Defence Estates Agency) intends to invite between three and eight tenderers to submit tenders, provided there is a sufficient number of qualified tenderers. — If the number of qualified tenderers exceeds the limit set by the Norwegian Defence Estates Agency, the Norwegian Defence Estates Agency may choose to invite more than 5 tenderers to submit tenders. Forsvarsbygg (The Norwegian Defence Estates Agency) will choose the tenderers that best meet the requirements for technical and professional qualifications, in accordance with the table in point 4.1.
