Requirement:
Applicants shall be a legally established company and registered in a trade register or other company register, for excluding the Brønnøysund Register Centre.
Documentation:
Certificate of registration: confirmation of registration in the Register of Business Enterprises.
Foreign companies: Certificate of registration in a trade register or other company register as described in the law in the country where the service provider and/or his sub-suppliers are established.
Økonomisk og finansiell stilling:
Requirement:
The applicant shall have his tax and VAT payments in order.
Documentation:
Certificates that show the status of paid tax and VAT.
Foreign companies: Certificate issued by the relevant authority in the tenderer's country that confirms that the supplier has fulfilled his obligations regarding the payment of duties in accordance with the legal provisions in his home country.
The certificates should not be older than 6 months from the tender deadline.
Applicants shall fulfil the legal requirements in Norway for wage and working terms.
Self-declaration in accordance with the current regulations, cf. annex 2. The declaration should not be older than 6 months from the tender deadline.
The applicant shall have sufficient economic and financial capacity to carry out the assignment.
Auditor approved accounts with the report for the last 2 years. If an applicant has further information that ought to be taken into consideration, this is to be enclosed.
The company's most recent annual report as well as description of any conditions from the current financial year which are of importance for the accounting figures.
Credit rating/rating, not older than 6 months, carried out by a publicly certified credit rating institution.
Newly started companies that cannot comply with the above, must enclose a binding guarantee statement from a parent company/owner that covers all the financial contract obligations of the contractor, up to and including the guarantee period. The guarantor must also fulfil the requirements for financial capacity and documentation this must be enclosed with the pre-qualification application.

Teknisk og faglig kapasitet:
Requirement:
The applicant shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Documentation:
HSE self-declaration in accordance with the current regulations, cf. annex 1. The declaration should not be older than 6 months from the tender deadline.
Applicants are required to have or be qualified for central certification for the necessary development classes in accordance with the initiative's nature and complexity, cf. point 1.3. A minimum of development class 2 or 3 is required for all areas of responsibility.

Copy of certification in accordance with the Planning and Building Act, possibly documentation/information that substantiates that one will achieve local certification for the relevant works.
In cases where the applicant himself does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be enclosed for them, as well as a binding statement.
Foreign applicants must present equivalent documentation in accordance with the law in the country where the contractor is established.
Experience and expertise
Applicants must have the professional competence required for carrying out the assignment, as well as experience from projects of an equivalent complexity and extent (contract costs of at least 100 000 000 NOK).
An overview of equivalent works that have been carried out in the last 5 years. The contract cost must be given.
Certificates from previous contracting authorities that show satisfactory execution of the most important works. The certificates shall state the work's value/contract cost, as well as the date and place of execution.
Manpower for this assignment (organisation chart) with names and CVs for key persons who will carry out the assignment. The manpower plan is binding for this project and persons cannot therefore be replaced without consent from the contracting authority. Certificates are to be presented for the project manager (PL), construction manager (BL) and engineering design manager (PGL). Only 1 person shall be offered for the actual positions, i.e. 1 person as PL, 1 person as BL and 1 person as PGL. If several persons are offered, the contracting authority has the right to choose who shall carry out the assignment. Each person is to present a minimum of 1 testimonial, maximum 3 testimonials from equivalent projects in the last 5 years. The testimonials should state the value, time frame and place the work was performed and indicate whether the works were professionally and properly completed. A reference person who can be contacted shall be given. The testimonials shall be signed by the person responsible for the assignment at the builders

Capacity
Applicants shall have sufficient employees at the construction site and in the administrative management for fulfilment of the contract.
A statement of the contractor's average workforce and the number of employees in the administrative management during the last 5 years.
The engineering design group's participants
Applicants shall have an engineering design group consisting of a minimum of ARK, RIB, RIV, RIE, RIBr, RIAku and LARK, as well as special technical consultants within stage engineering, lighting, sound and cinema disciplines. All the consultants must have experience from equivalent projects.
