The Norwegian Defence Estates Agency (Forsvarsbygg) invites tenderers to submit tenders for 1 or both of the following independent tender contests:
1) Framework agreement for automatic controls and Central Control systems.
2) Framework agreement for fire alarm systems — PA systems
The primary area of the framework agreements' range of application is to cover the Norwegian Defence Estates Agency's (Forsvarsbygg) requirement for such deliveries in connection with the development of the combat aircraft base at Ørland and the base in Evenes. The agreements shall include both new buildings as well as existing buildings. The agreements shall also include other business areas in the Norwegian Defence Estates Agency (Forsvarsbygg), but the present geographic areas belonging to Market area Trøndelag (except Evenes) are not included in the agreements. The contracting authority will enter into a contract with only 1 contractor for each of the framework agreement fields. The duration of the framework agreements is up to 7 years, subsequent to contract initialisation.

Normally the framework agreements are utilised in such a manner that the Norwegian Defence Estates Agency (Forsvarsbygg) carries out call-offs against the deliveries that shall be delivered to construction projects executed by other contractors. A separate description, organisation and progress towards each project will be established. The call-off will therefore be based on planned solutions from our designers (or under special circumstances, the property developers).The suppliers included in the framework agreement, must expect that individual call-offs can be transferred to other contractors the Norwegian Defence Estates Agency (Forsvarsbygg) enters into contracts with. In some events, the framework agreement supplier may enter into contracts directly with our other contractors. In such events, the conditions given in the framework agreements are applicable.The agreements may include pure goods deliveries where the contractors shall take care of all assembly works/installations, but the agreements shall also be used in connection with orders of complete deliveries (including assembly works/installations). The contracting authority therefore requests prices for both equipment/components (unit prices) as well as works (hourly rates, etc.).The content of the framework agreement and unit prices will, in this connection, form the basis for call-offs toward each building.60 000 00090 000 000

The expected value for both agreements is in the range of NOK 60 000 000 to 90 000 000, dependent on the extent of ordered installation works. The project is subject to considerable security restrictions. It must be expected that all personnel responsible for the execution of works in connection with the assignment shall be subject to security clearance. The Norwegian Defence Estates Agency (Forsvarsbygg) emphasis that it will take very long time to clear personnel without Norwegian citizenship, or other essential notes to the information that are to be given in the person information form, which shall be completed in connection with security clearance. The first orders included in the framework agreements must be expected immediately after the signing of contract — summer 2015.

Requirements regarding security clearance or authorisations will not be made during the contract period. All tender documents are unclassified.
The implementation of the contract will be subject to security restrictions. The tenderers must therefore expect that both the management/administration and the executing personnel will be subject to security clearance.
Some call-offs included in the framework agreements are related to very sensitive works/buildings. In such events, the tenderer must expect that the work descriptions are only available in the Norwegian Defence Estates Agency's (Forsvarsbygg) premises situated at Ørland. Only personnel with security clearance/authorisation are given access. Distribution/disclosure of the entire or parts of the description is not allowed.
