A municipal sector plan with impact assessment shall be prepared. The objective of the contract is to provide a formal basis for the new E39 section between Julbøen and the east centre of Molde. The connection to the existing E39 is intended to be at Bolsønes (Felleskjøpet). The requirement for a new E39 on the section is a result of the Norwegian Government's decision that the Romsdal Fjord shall be crossed by a tunnel and a suspension bridge between Vik in Vestnes municipality and Julbøen in Molde municipality.

A municipal sector plan with impact assessment shall be prepared for the new E39 on the section Julbøen-Molde. The municipal sector plan shall be designed and contain a professional content that makes the plan in accordance with the Planning and Building Act, the Ministry of Climate and Environment's instruction manuals, the Norwegian Public Roads Administration's manuals and quality assurance routines. The plan shall also be formulated in such a way that it can be presented for a municipal resolution.Main elements:— 2 main alternatives for the section between Julbøen and the east centre of Molde shall be prepared. The contract also includes a review of an additional alternative with a tunnel branch to Reknes west of the centre, that shall together with E39 function as a short city tunnel for further relief of traffic from the centre. A separate sub-assessment on a superior level shall be prepared in order to evaluate the impacts of the extension of the tunnel, possibly the construction of a separate tunnel further east from Bolsønes to Leirgrovvika/Årø, c.f. description in section 2.4. In any case the Bolsønes area is an absolute destination point for an E39 tunnel from west. C.f the deliberation in the planning programme.See the tender documentation for further details.

Egnethet til å utøve yrkesvirksomheten:

— The tenderer shall have the legal foundation necessary to fulfil the contractual obligations.

The tenderer must be registered in a company register as prescribed in the country where the tenderer is established. Substantiated by presenting a company registration certificate (to enclosed the tender in form G10)

— All Norwegian tenderers shall submit a tax certificate and a VAT certificate in accordance with the Public Procurement Regulations' § 3-3 / § 8-7/ § 17-14. Use Form RF 1244 for both certificates.

Similarly, all foreign tenderers must provide a certificate of having fulfilled their obligations relating to the payment of taxes in accordance with the laws of the country where they are established.

For working partnerships:

— Where the tenderer is dependent on other service providers in order to qualify, a declaration of joint and several liability to the contracting authority and third parties must be submitted with the tender. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

Statement of joint and several liability:

All documentation required to fulfil the qualification criteria, for each participating company.

A HSE self-declaration for all participating companies in the working partnership.

HSE:

All Norwegian and foreign service providers who will carry out work in Norway shall submit a HSE self-declaration in accordance with the public procurement regulations § 3-4/ § 8-8 / § 17-15.

The self-declaration shall be in Norwegian.

If 1 or several of the companies has not submitted a HSE self-declaration, the contracting authority will set a short additional deadline for sending the HSE self-declaration.

Form for HSE self-declaration (c.f. template G8) shall be enclosed in accordance with form G1.

The company's annual accounts for the last 2 years, with the auditor's report (enclosed with the tender in Form G 9).
