The purpose of the procurement is to rationalise and increase the efficiency of the work with gene-technology analysis at the institute. Preparation of samples for DNA sequencing is time-consuming and the procurement will reduce the bottle-neck in this step and thereby allow analysis of many samples simultaneously. Gene-technology methods, full genome sequencing and bio-informatic is a priority area at the institute, and this procurement will, together with a newly procured sequencing instrument, assist with this.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).
Documentation requirement:
— Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

2. The tenderer shall be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirement:
— A credit assessment that is not more than six months old when calculated from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years. See also comments below.

— The tenderer can instead choose to attach annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.
If the annual accounts for 2014 are not complete and laid open to public inspection by the time of the tender deadline, the provisional figures for 2014 should be submitted.
Teknisk og faglig kapasitet:
1. The tenderer shall have experience with equivalent deliveries, hereunder delivery of servicing.
Documentation requirement:
A list with an overview of equivalent deliveries the previous three years. The list shall as a minimum contain:
— Name of the customer;
— The contract value and scope;
— The date of the assignment;
— Short description of the delivery, including delivery of product and service.
2. The tenderer shall have sufficient capacity to delivery servicing.
Give a description of the supplier's service organisation for the offered instrument. The capacity shall be described with the number of available service technicians with relevant experience.
