With individual purchases over 100 000 NOK, the municipalities may choose to collect their own tender offer outside of the framework agreement. Mandatory requirements:
1. The tenderer shall have their tax and VAT payments in order.
Documentation requirement:
— Tax certificate;
— VAT certificate.
A tax certificate and a VAT certificate for paid fees issued either by the local tax office or the tax collection office where the tenderer's head office is located. See:
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The certificates must be no more than 6 months old.
2. The tenderer must have a functioning HSE system.

3. The tenderer shall ensure the same wages and working conditions regardless of nationality.

Organisational and legal position of the tenderer:
The tenderer must be a legally established company
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

The contracting authority will collect the above information via www.ravninfo.no credit information company. It is therefore unnecessary to submit these details. If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his financial position with any other document that the Contracting Authority deems suitable.

The tenderer must have good economic and financial strength in relation to its operations in general and in relation to the character of this procurement. A minimum overall credit rating character of A (credit worthy) or better is required to be outlined in the www.ravninfo.no rating.

1. Description of the tenderer's three most relevant assignments in the course of the last 3 years. The description must include the contract value, date and recipient (name, phone and e-mail). References must be contactable if necessary to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description documenting relevance.

2. Statement regarding the tenderer's quality assurance system/quality management system

3. Statement of the tenderer's environmental expertise and procedures. 4. Statement of any sub contractors used and to what extent.

1. The tenderer shall have experience from a minimum of 3 similar assignments during the last 3 years.
2. A good and well-functioning quality assurance system is required for the services that shall be provided.
3. To ensure compliance with environmentally relevant requirements in the contract, the tenderer must possess sufficient relevant environmental expertise, management systems and procedures for quality assurance of the services that are included.
4. Tenderers will be responsible in full for their subcontractors' fulfilment of the contractual obligations with respect to the contracting authority.
