Patient Monitoring System for Luranetunet in Os kommune

During spring of 2015, Os municipality will procure a new patient monitoring system for Luranetunet Residence and Treatment Centre (bu- og behandlingssenter) (currently there is an analogue system which communicates with Dect telephones). The nursing home has 80 places where the majority of residents have a form of cognitive impairment. During 2016 and 2017 the nursing home shall receive a new building with altogether 95 new places, and the intention is to use the same system at both locations, if we are satisfied with the new patient monitoring system (option). The system shall be used for 2 way communication between residents and employees, and employee to employee at the nursing home. The communication shall be conveyed by means of:
— Active alarm call service from the user;
— Passive alarm call service from the user (Sensor based);
— Automatic ‘present' marking and disconnection in resident rooms;
— Portable unit in the resident rooms with the possibility of communication and information;
— Hand-held unit with the possibility of communication with/from the resident/employee;
— Central in duty rooms with the possibility of communication with/from the resident/employee;
— The patient monitoring system shall receive signals from the Central processing system (fire command centre) and door opener at the main door. Signals must be readable and presented on the hand-held
unit.
— There shall be a difference between an assistance alarm and an emergency signal.
— The system must have the possibility for integration with Visma electronic patient journal, in the near future.

1. The tenderer shall be up to date with payment of taxes and VAT.

2. The tenderer shall have a functioning HSE system.

— HSE self-declaration (See Annex III).

3. Tenderer must be a legally established company.

— Foreign companies: Proof that the company is registered in the trade index or business registry as prescribed in the legislation of the country in which the tenderer is established.

— Os municipality will collect information about the tenderer's economic and financial capacity via www.purehelp.no It is therefore unnecessary to submit this information. (All companies who have delivered financial statements to the Brønnøysund Registre Centre will be registered on www.purehelp.no). Tenderers must check if this information is available on www.purehelp.no The minimum accepted grade is ‘Minor Risk’, bankruptcy score 2.00 - 2.99.

Those tenderers whose fiscal figures are not on pure help, must deliver documentation showing a credit rating of A or better from Dun & Bradstreet, or an equivalent rating from another agency.

Teknisk og faglig kapasitet:

1. Implementation ability — personnel

Documentation requirement:

— Overview of the company's total workforce, organisation chart and name of the manager.

2. Implementation ability — equipment

— The tenderer is required to show good ability to implement the assignment in line with the Contracting Authority's needs. Therefore, the tenderer is required to have sufficient capacity to implement the assignment.

3. Experience from equivalent assignments

— The tenderer must fill out the reference form (Annex IV), with the most important, relevant (within the health sector, including welfare technology) deliveries during the last 3 years, including scope (number of users), value, date and Contracting Authority or recipients.

4. Procedures for environmental management

— Documentation (must be provided in 1 of the following ways): 1. Description of the company's procedures and systems in connection with environmental considerations.

2. If the procedures are described in company's quality or environmental management system in accordance with ISO 14001 or an equivalent third party verified system, the valid certificate and a copy of relevant procedures must be presented.

5. Quality management requirement

— Documentation (must be provided in 1 of the following ways): 1. Description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management's responsibility, manufacturing process and continuous analysis and improvement.

If a tenderer holds and ISO 9001:2000 certificate, or later version, this can be attached.
