Tromsø kommune (Tromsø municipality)

During the next 4 years Tromsø municipality will require modern and future oriented patient alarm systems and other welfare technology for the existing and new health and welfare buildings.
Through an innovative procurement process Tromsø municipality wishes to ensure that the current requirements as well as future requirements for the welfare field are complied with effectively. If the municipality shall be able to meet the future challenges in the welfare field, the municipality must acknowledge that the welfare service must be provided differently than it is today. The municipality must to a larger extend involve new technology in order to comply with the challenges.
The patient alarm system shall be the municipality's instrument to implement a new welfare practise in nursing homes and sheltered accommodations. The municipality's employees shall be invited to carry out service innovation in the welfare work in a methodically manner.
Increased use of technological systems in nursing homes and sheltered accommodations is a part of the Tromsø municipality's emphasis on implementation of welfare technology.
Objective:
Tromsø municipality wishes to strengthen the users' self-management, freedom and quality of life by implementing welfare technology.
By including welfare technology and ICT as instruments in the Health and Welfare Services, Tromsø municipality shall:
— Strengthen the social security and self management,
— Give each individual option to stay as long as possible in their own homes,
— Release resources connected to direct services.
The patient alarm system is the foundation pillar in the use of welfare technology in municipal health and welfare buildings and shall contribute to qualitative welfare and possibilities for rational operations:
— The patient alarm system shall provide safety and adapted systems for residents in the municipal health buildings and sheltered accommodations in such a way that the possibility to self management, freedom and quality of life are strengthen.
— The patient alarm system shall enable the employees in nursing homes and sheltered accommodations to spend more time on welfare work and less time on administration.
— The procurement shall result in a development of an overall system for patient alarms and welfare technology in the municipality's nursing homes and sheltered accommodations.
