Ringerike Church Council is the Contractor/Developer, and wants tender offers for partnering contract with open book and incitement for construction of a new church, which shall be placed on the fire site of the old Hønefoss church, cadastral no./title no. 318/496 in Ringerike kommune.
The old Hønefoss church burnt down 26.1.2010. After the fire, the site was cleared by RVS AS.
The site is almost flat and is located in the middle of an existing excavation area.
Altogether the area is approx. 1,754 m² GFA.
The project has political approval from the chief municipal committee and the municipal council and ecclesiastical approval from the bishop and Ministry.

The Contracting Authority will enter into Partnering agreement and a consequent development contract with 1 partnering contractor who will be responsible for the work executed by the contractor and it's collaborating partners.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider must have a functioning HSE system.
— HSE self-declaration.
The self-declaration shall be signed by the general manager and a representative of the employees.
The declaration shall not be older than three years, calculated from when the deadline for requesting participation expires.
The tenderer is required to be a legally established company.
— Company registration certificate; confirmation of registration in a company register (not older than 6 months calculated from the tender deadline).
— Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the contractor is established. As a minimum the documentation shall state: The company's name, registration no., business address, who shall act on the company's behalf.

The tenderer must be able to fulfil the requirements for central certification in enterprise classifications 3 in accordance with the Planning and Building Act, for all certification disciplines.
— Documentation of central certification in class 3 in accordance with the Planning and Building Act, or documentation that substantiates that the tenderer is qualified for such certification.
Økonomisk og finansiell stilling:
The tenderer tax affairs shall be in order in relation to the payment of tax and VAT, the certificates shall not be older than 6 months, calculated from the deadline for request of participation.
— Certificate from the chief municipal treasurer/tax collector (tax, advance payment, attachment of earnings, employer's contributions).
— Certificate from the tax officer in the relevant county (VAT)
Foreign companies: Certificate issued by the relevant authority in the tenderer's country that confirms that the supplier has fulfilled his obligations regarding the payment of duties in accordance with the legal provisions in his home country.
The tenderer must have the economic capacity to carry out the assignment/contract.
— Auditor approved accounts for the last two years. If a tenderer has further information that ought to be taken into consideration, this is to be enclosed.
The company's most recent annual report as well as description of any conditions from the current financial year which are of importance for the accounting figures.
Contractors shall, at a minimum, have credit rating degree B or equivalent. Tenderers with a credit rating of C will be rejected:
— Credit rating from Proff forvalt or equivalent, not older than 6 months. The credit rating shall apply for the company that requests participation in the competition.
(A credit rating from the parent company will not be accepted without a binding guarantee). The parent company must also document fulfilment of requirements in accordance with 3.2 and 3.6.
Minste nivå(er) av standarder: The credit rating must fulfil at least A or B.
Teknisk og faglig kapasitet:
The tenderer shall have carried out at least 3 projects as turnkey contracts, in the last 10 years with contract cost of at least 50 000 000 NOK excluding VAT.
— Documentation that the tenderer has implemented such projects; Project name, contract form and cost, year of project completion and the name of the Contracting Authority must be provided.
The tenderer shall have carried out at least 2 projects as turnkey contracts, in the last 7 years with contract cost of at least 50 000 000 NOK excluding VAT.:
— Documentation that shows that the tenderer has carried out such projects. This only applies to projects that are carried out in Norway. The project name, contract form and cost, year that the project was completed and the contracting authority shall be given.

The tenderer shall have a suitable project organisation:
— Organisational plan with overview of own employees, hired sub-contractors.
The plan shall also show the number of own employees, hired, sub contractors etc.
A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the contractor for execution of the contract.
The tenderer shall have a satisfactory quality assurance system.
— Copy of system certificate issued by an accredited certification body or equivalent documentation. If this is not available, an account of the contractor's quality system. Applies to progress, quality assurance of the works and HSE. Maximum 2 x A4.

Tenderers can use other companies' capacity, independent of the legal connection between them.
If so, tenderers shall document that they have the necessary resources at their disposal, for example, by enclosing a commitment statement regarding this from the companies, cf. FOA §§ 17-8(2) and 17-9(2).
