Statsbygg would like tenders for a framework agreement for consultancy within architectural and interior architectural services connected to assignments where government entities rent premises in the private market.The work includes room programming and function analyses, where work place development and new work forms are regular concepts. Some assignments will required both architectural and interior architectural follow-up, whilst other assignments can require only one of the disciplines.Two persons shall be offered in this competition, one of them shall have an architectural background and the other shall have an interior architectural background.The tender can be submitted by one company that has one of the competencies with the other competence as a sub supplier, or by both companies in a working partnership.Some assignments can require expertise connected to the management of change processes and work methodology in an organisation. The consultant can be required to link up with such expertise. Mini-competitions will then be held for the assignment, cf. 2.1.4. CVs and the price for this competence shall only be submitted in the mini-competition.It is difficult to estimate the extent of the assignments that will be ordered through the framework agreement, as this depends, amongst other things, on the demand from governmental actors. The need can be approx. 0.2 - 1.5 man-labour years per annum.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer shall have a legally established company and sufficient capacity.
Documentation:
— Company Registration Certificate.
— Overview of the company's relevant manpower (number of employees) that carry out assignments within relevant service categories
Tax certificates: 2 tax and excise duty certificates shall be submitted:
— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions)
— VAT certificate
Tax certificate for tax and for VAT can be ordered at the same place. Tenderers can either apply to their local tax collection office or to the tax office.
The certificates should be no more than six months old from the tender deadline.
Tenderers with a registered office in another EEA country than Norway must submit equivalent certificates in accordance with the procurement regulations §§ 11.10 (3) and 20-12 (3).
HSE self-declaration
All tenderers must submit an HSE self-declaration by the tender deadline. The self-declaration shall be in accordance with the attached form in the tender documents.

Requirement: The tenderer shall have sound financial implementation ability.
Documentation:
— Extracts from the annual accounts for the last year, with the auditor's report.
Statsbygg retains the right to collect a credit appraisal of the tenderer.

Documentation:
— Short description of the company's relevant competence - cf. point 2 above.
— List of completed assignments of a comparable character (both architect and interior architect assignments) carried out in the last 3 years. The overview shall give information about the assignment's content, size of the contract and the date of implementation.
