Norges Bank (excluding investment management — Norges Bank Investment Management NBIM) is announcing a competition for parallel framework agreements for project management and assistance for the following assignments: ICT project management, test management, general project and test assistance, quality checks and quality assurance, programme and portfolio management, architecture, as well as outsourcing, contract design, procurements and supplier management.
Norges Bank needs assistance to ensure that ICT projects and deliveries are managed and delivered with high quality within the agreed deadlines.
Norges Bank intends to enter into framework agreements with 3-7 service providers.

The total extent of the assignments that shall be awarded in the coming years are expected to be approx. 10-40 000 000 NOK per annum for all of the contracts. Please note that there is some uncertainty around the contract's volume. Previous experience says that the need can vary from year to year, depending on Norges Bank's action plans. Norges Bank draws attention to the fact that the framework agreements are not exclusive with the chosen service provider(s) and that the framework agreement in itself does not involve any purchasing obligation.

The tenderer shall have his tax and VAT payments in order.
Certificate for paid VAT issued by the tax officer (shall not be more than 6 months old) These requirements also apply for sub-contractors.
The tenderer shall be a legally established company.
Company Registration Certificate (Norwegian tenderers). The Company Registration Certificate shall show the board's composition at the time of the tender offer.
Registration certificates from professional registers as determined by legislation in the country in which the tenderer is established (other tenderers).
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
The company's most recent Annual Report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.
Credit rating from a certified credit rating institution (shall not be more than 6 months).
Teknisk og faglig kapasitet:
The tenderer must have sufficient professional qualifications to be able to carry out the assignments.
Description and documentation of the company's professional qualifications and competence within one or several of the disciplines described in the specifications:
a) project management;
b) test management;
c) general project and test assistance;
d) quality control and quality assurance;
e) programme and portfolio management;
f) architecture;
g) outsourcing, contract design, procurements and supplier management.
The company must confirm that the available resources understand Norwegian and English very well, both written and oral.
Tenderers shall have the ability and relevant experience to fulfil the contract.
Overview of the most important deliveries with equivalent competence areas in the last 3 years, with the following information:
— Name of customer;
— Date;
— Services provided;
— Scope of the services provided.
Tenderers shall describe routines and follow-up of the consultant:
— Description of the routines for resource coordination and exchanging experiences.
— Description of routines for following-up the consultant.
— Description of routines for replacing a consultant within an assignment.
— Overview of turnover in the last 3 years as well as a description of the routines for interruptions when a consultant must be replaced (continuity).
The tenderer shall have sufficient capacity to be able to carry out the assignment.
Tenderers shall confirm that they have a minimum of 3-5 resources within each offered discipline.
The tenderer shall have an overall quality assurance system that will be used for the fulfilment of this contract. Description and documentation of a quality assurance system.
Requirement for a binding statement:
If the tenderer wishes to rely on the capacity of other companies, the tenderer must demonstrate to the Contracting Authority that it will have the necessary resources available, by presenting a commitment statement from these companies.
Norges Bank accepts only one chain of sub-contractors.
