Requirement:

— The tenderer shall orderly conditions in relation to tax and VAT payments

Documentation requirement:

— Tax and VAT certificate, not older than six months from the deadline for receipt of tenders. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

— The tenderer must be a legally established company.

— Norwegian companies: Company Registration Certificate

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.

Økonomisk og finansiell stilling:

Requirement:

The tenderer must have the sufficient financial capacity to implement the framework agreement

Documentation requirement:

— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.

and

— Credit evaluation/rating, not older than three months, based on the last known accounting figures.

If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.

Teknisk og faglig kapasitet:

Requirement:

Relevant experience is required from corresponding assignments including:

— Geological consultancy and engineering design

Documentation requirement:

A list of the most important deliveries or services performed during the past three years, hereunder information about the value, time frame, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

CVs shall not be submitted as documentation for this requirement.

The tenderer shall have sufficient capacity and implementation ability

A description of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

The tenderer shall have a well-functioning quality system/management system appropriate for the content of the framework agreement.

Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent. The contracting authority also accepts other documentation that shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

A good, effective environmental control/environmental management system is required.

— An account of the tenderer's environmental management system. If the tenderer is certified, it is sufficient to attach copies of certificates issued by the independent body. Reference is made in this regard to EMAS (the community scheme for environmental management and environmental audits) or to equivalent environmental management standards based on relevant European or international standards.

Approval is required as follows:

An overall liability for engineering design, enterprise class 3, or equivalent certification.

Documentation verifying that local (or central) certification for implemantion of call-offs can be obtained.
