Parallel framework agreements for building goods, painting goods and tools

In accordance with the regulations for public procurements, the Contacting Authority extends an invitation to tender contest, with the purpose of entering into parallel framework agreements for the delivery of building goods, painting goods and tools.
The Contracting Authority wants to enter into framework agreement for the delivery of these goods in accordance with the at any time valid version of the Law regarding public procurements and associated policies, Environment and regulations for public procurements and action plan for environmental and social responsibility in public procurements. The contract shall be entered into based on the information provided by the Contracting Authority in the tender documentation and annex.
Part of the procurement's product scope is DIFI classified as high risk products, on the basis of documentation about reprehensible working conditions and continual violations of ILO's core conventions with manufacturing in low salary countries. An important objective of this procurement is to ensure that the Contracting Authority procures products produced lawfully and in accordance with ILO's core conventions.

6.3.1. Contract type.

The framework agreement will be based on the attached standard contract (annex 2). There cannot be significant reservations from the contract. The contract is signed with the individual institution — defined under Contracting Authority.

6.3.2. Green point.

Packaging: If Norwegian tenderers (manufacturer or importer) use packaging, documentation must be submitted at the latest by the signing of the contract which confirms that the tenderers are members in a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Green Point Norway AS or a material recycling company).

6.3.3. E-trade.

The product offered through this agreement shall, together with the agreed prices and terms of delivery, be accessible on the E-trade platform for the public sector.

Product information and price information shall be described in an easily understood manner suitable for the market place. The information shall be submitted in the format and the form decided by the Operator of the Marketplace at any time.

Collaboration agreement:

The tenderer and Contracting Authority shall enter a Collaboration agreement for electronic trade, based on the agreement template for electronic handle which is accessible on www.ehandelsplattformen.no

Agreement form and application is decided through this agreement.
