P-184591 Fuel and lubricating oil products

Oslo Lufthavn AS (Oslo Airport)

The Contracting Authority wants to procure fuel and lubrication oil products for vehicles and equipment.
All deliveries shall occur to the Contracting Authority's fuel facility that is located at Oslo Airport's security area and covers consumption for Oslo Lufthavn AS in addition to a number of external companies. Current consumption is around 1 800 000 litres, distributed over duty free diesel approximately 1 550 000 litres, diesel approximately 280 000 litres and petrol 33 000 litres. In periods the consumption can be over 30 000 litres per 24 hour period.
In May 2014, management at Oslo Airport decided to set a new ambitious goal for the work with emission reducing measures, namely that the airport shall not emit greenhouse gasses from their own activity by 2020.
A climate programme has been established at the airport, that shall help work systematically and comprehensively toward this goal.
To achieve these goals, a test will be taken of 100 % — second generation biodiesel HVO TS15940 through winter 2015/16 on selected vehicles at Oslo Airport. Under the assumption that the test is successful, the goal for phasing in of second generation biodiesel HVO TS 15940 is as follows:
— 2016 — 10-20 % biofuel.
— 2017 — 20-40 % biofuel.
— 2018 — 40-60 % biofuel.
— 2019 — 60-80 % biofuel.
— 2020 — 100 % biofuel.
If there is a need, the test period can be extended into this contract period. If the test is not successful, delivery of fossil fuels will continue.
To be delivered as an option, second generation biodiesel HVO TS15940 to the following Avinor's airports:
— Bergen Airport, Flesland, approximately 150 000 litres per year.
— Stavanger Airport, Sola, approximately 100 000 litres per year.
— Trondheim Airport, Værnes, approximately.150 000 litres per year.
— Kjevik Airport, Kristiansand, approximately 70 000 per year.
The procurement of lubricating oil products will comprise all relevant products that are currently used by the Contracting Authority's vehicles and machinery. Consumption of lubrication oil products has been approximately 550 000 NOK in recent years.
The airport(s) are completely dependent on having fuel and lubricating oil products available at all times.
The Contracting Authority intends to enter into framework agreement with a duration of 4 years + 1 year.
